AN ACT TO AMEND TITLE 9 OF THE DELAWARE CODE RELATING TO THE NEW CASTLE COUNTY HUMAN RESOURCES ADVISORY BOARD.
New Castle County's Human Resources Advisory Board is responsible for making recommendations to the Chief Human Resources Officer, the County Executive, and County Council on ways to improve human resources administration in County government. This Act increases Board membership from 3 to 7 members and reduces members' terms from 6 to 4 years. The Board will tangibly benefit from these changes, which will bring with them alternative views and will lead to a healthy challenge and improvement to existing policies and processes.

This Act also provides that a member who is serving when this Act is enacted may complete the member's 6-year term, and the member's successor and each successor thereafter will serve the 4-year term provided under this Act.

Finally, this Act makes technical changes to conform existing law to the standards of the Delaware Legislative Drafting Manual.

AN ACT TO AMEND TITLE 9 OF THE DELAWARE CODE RELATING TO THE NEW CASTLE COUNTY HUMAN RESOURCES ADVISORY BOARD.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE:

Section 1. Amend § 1383, Title 9 of the Delaware Code by making deletions as shown by strike through and insertions as shown by underline as follows:

§ 1383. Human Resources Advisory Board.

(a) County Council, by ordinance, shall provide for the establishment of a Human Resources Advisory Board. The Board shall consist of

members appointed by the County Executive, with the advice and consent of the County Council, who shall serve for terms of

years or until their successors are appointed.

(b) The ordinance shall further provide

that:

Section 2. The change in number of years for each term under § 1383(a) of Title 9 does not apply to an individual who is a member of the Human Resources Advisory Board on [the date this Act is enacted]. An individual who is a member on [the date this Act is enacted] may complete that individual’s 6-year term. After that 6-year term is expired, or if that individual no longer serves that term for any other reason, the individual’s successor and each subsequent successor shall serve a 4-year term as provided under § 1383(a), including if it is the same individual who completed the final 6-year term.
