HOUSE CONCURRENT RESOLUTION NO. 102
RECOGNIZING AND CELEBRATING THE WORK OF THE FIRST STATE HEALTH LEADERS ALLIANCE.
WHEREAS, the First State Health Leaders Alliance (FSHLA) is a coalition of leading health advocates formed in March 2025 to strengthen the healthcare continuum in the State of Delaware; and
WHEREAS, founding members include the Ability Network of Delaware, Delaware Academy of Medicine & Public Health, Delaware Association for Home & Community Care, Delaware Health Care Facilities Association, Delaware Healthcare Association, Delaware Nurses Association, Delaware Pharmacist Society, Medical Society of Delaware, and LeadingAge New Jersey & Delaware; and
WHEREAS, the alliance brings together experts and leaders from across healthcare including nursing and physician practice, public health and medicine, advocacy for persons with disabilities and behavioral health challenges, home care, long-term care, and hospitals to promote coordinated, cross-sector solutions to healthcare challenges; and
WHEREAS, members meet and communicate on a regular basis to foster strong collaboration, maintain transparency, and ensure aligned efforts in furtherance of the Alliance’s shared goals and objectives; and
WHEREAS, Delaware’s population is aging and growing rapidly—the 5th-oldest and 6th-fastest growing in the country—and these factors will continue to increase demands on the state’s healthcare infrastructure; and
WHEREAS, cross-sector collaboration in policymaking and advocacy will help improve the continuum of care and elevate issues with a collective voice; and
WHEREAS, to meet that goal, the alliance has developed a joint advocacy agenda that emphasizes collaboration rather than siloed approaches to address the healthcare needs of all Delaware’s residents; and
WHEREAS, the core priorities of the First State Health Leaders Alliance joint agenda include advancing health workforce development to address shortages, advocating for adequate reimbursement, reforming prior authorization to improve access to care, investing in public health and emergency preparedness, promoting safe workplaces free from violence, removing barriers to care, enhancing transitions of care, and supporting affordable housing solutions that promote health and community living; and
WHEREAS, members understand that the well-being of healthcare professionals is essential to ensuring the delivery of safe, high-quality, and accessible care to individuals across the healthcare continuum throughout the State of Delaware; and
WHEREAS, the State of Delaware and First State Health Leaders Alliance commemorated the inaugural Health Workforce Well-being Day on March 18, 2025, signaling a commitment to support and advocate for the physical safety, mental health, professional sustainability, and overall well-being of Delaware’s healthcare workforce across all care settings; and
WHEREAS, the healthcare landscape faces significant challenges at the federal level, and united advocacy in the First State will be all the more critical; and
WHEREAS, the State of Delaware and its many healthcare advocacy leaders are committed to advancing a strong, safe and supported health workforce

NOW, THEREFORE:
BE IT RESOLVED by the House of Representatives of the 153rd General Assembly of the State of Delaware, the Senate concurring therein, that the General Assembly recognizes and celebrates the work of the First State Health Leaders Alliance and their collaborative advocacy to strengthen the healthcare continuum and improve health outcomes across the State of Delaware.
