HOUSE CONCURRENT RESOLUTION NO. 55
HONORING THE U.S. NAVY’S 250TH BIRTHDAY ON OCTOBER 13, 2025.
WHEREAS, the U.S. Navy was established on October 13, 1775, by the Second Continental Congress to aid in the fight against the British Revolutionary War; and
WHEREAS, after their success in the Revolutionary War, the U.S. Navy was abolished in 1783, and its vessels were sold, as only the army would receive funding from the new government; and
WHEREAS, 11 years later, the U.S. Navy was reinstated on April 30, 1794, by Congress; and
WHEREAS, the Navy has consistently been crucial contributors and indispensable in numerous conflicts throughout United States history, establishing themselves as the strongest naval force in the world with hundreds of ships, aircraft carriers, and submarines; and
WHEREAS, since 1775, the U.S. Navy has sustained freedom of the seas for our nation and our nation’s allies; and
WHEREAS, the U.S. Navy consistently works to preserve peace around the world from seabed to space; and
WHEREAS, the U.S. Navy is a leader in technological advancements across the world, with many Sailors serving as pioneers in computer engineering, coding, nuclear propulsion, and more; and
WHEREAS, each Sailor in the U.S. Navy lives by the c ore values of “Honor, Courage and Commitment” ; and
WHEREAS, the U.S. Navy continues to be tasked with defending our homeland and delivering combat power in cases where it is required to win a war; and
WHEREAS, the U.S. Navy is comprised of an all-volunteer force that represents America; and
WHEREAS, the U.S. Navy creates communities filled with camaraderie and teamwork that are unique to this group; and
WHEREAS, the mission of the U.S. Navy is to protect America at sea, defending our freedom in order to keep the seas open and free; and
WHEREAS, October 13, 2025, is the semiconsequential anniversary of the U.S. Navy, demonstrating the Sailors’ tenacity and commitment to defending the United States as a maritime nation.
NOW, THEREFORE:
BE IT RESOLVED by the House of Representatives of the 153

General Assembly of the State of Delaware, the Senate concurring therein, that October 13, 2025, is hereby recognized as a day to honor the 250
th
Birthday of the United States Navy
BE IT FURTHER RESOLVED that we call on all Delawareans to reflect, honor, and celebrate the lives of those who have served and are presently serving in the U.S. Navy.
