SENATE CONCURRENT RESOLUTION NO. 113

RECOGNIZING THE MONTH OF NOVEMBER 2025 AS "NATIONAL ADOPTION MONTH” IN THE STATE OF DELAWARE.

WHEREAS,

November is recognized as National Adoption Month, a time to raise awareness about the urgent need for adoptive families, promote adoption from foster care, and celebrate the children and families whose lives have been forever changed through adoption; and

WHEREAS, far too many children in the United States foster care system lack permanent family connections and continue to wait for adoption; and

WHEREAS, more than 368,000 children are living in the U.S. foster care system, and that number continues to grow; and

WHEREAS, children in foster care wait an average of nearly three years to be adopted; and

WHEREAS, more than 500 children in the State of Delaware are currently in need of a foster home; and

WHEREAS, on any given day, approximately 34 children in Delaware are waiting for an adoptive family; and

WHEREAS,

every day, lives are transformed as loving and nurturing families grow through the commitment of individuals who open their hearts and homes to children through adoption; and

WHEREAS, adopted children often experience improved health, greater participation in extracurricular activities, and stronger peer relationships; and

WHEREAS, National Adoption Month provides an opportunity to highlight the critical importance of securing permanent families for children in foster care and to celebrate the diverse and growing community of adoptive families in our state.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 153

General Assembly of the State of Delaware, the House of Representatives concurring therein, that November 2025 is hereby recognized as “National Adoption Month” in the State of Delaware.

BE IT FURTHER RESOLVED that the State of Delaware recognizes the tireless efforts of foster parents, adoptive parents, social workers, child welfare professionals, and the many organizations dedicated to the well-being of children and commends their commitment to ensuring that every child has the opportunity to grow up in a safe and supportive environment.

SYNOPSIS

This Senate Concurrent Resolution recognizes November 2025 as "National Adoption Month" in the State of Delaware.
