SENATE CONCURRENT RESOLUTION NO. 215

RECOGNIZING THE MONTH OF NOVEMBER 2026 AS "NATIONAL ADOPTION MONTH" IN THE STATE OF DELAWARE.

WHEREAS, November is recognized as National Adoption Month, a time to raise awareness about the urgent need for adoptive families, promote adoption from foster care, and celebrate children and families whose lives have been forever changed through adoption; and

WHEREAS, far too many children in the United States’ foster care system lack permanent family connections and continue to wait for adoption; and

WHEREAS, more than 330,000 children are living in the U.S. foster care system, and that number continues to grow; and

WHEREAS, children in foster care wait an average of nearly three years to be adopted; and

WHEREAS, more than 500 children in the State of Delaware are currently in need of a foster home to keep them safe during difficult times in their lives; and

WHEREAS, on any given day, approximately 34 children in Delaware are waiting for an adoptive family; and

WHEREAS, during National Adoption Month 2025, the State of Delaware honored families who opened their hearts and homes by adopting approximately 75 children, recognizing their commitment to providing safe, loving, and permanent families for youth in need; and

WHEREAS, adopted children often experience improved health, greater participation in extracurricular activities, and stronger peer relationships; and

WHEREAS, National Adoption Month provides an opportunity to highlight the critical importance of securing permanent families for children in foster care and to celebrate the diverse and growing community of adoptive families in our state.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 153rd General Assembly of the State of Delaware, the House of Representatives concurring therein, that November 2026 is hereby recognized as "National Adoption Month" in the State of Delaware.

BE IT FURTHER RESOLVED that the State of Delaware recognizes the tireless efforts of foster parents, adoptive parents, social workers, child welfare professionals, and the many organizations dedicated to the well-being of children and commends their commitment to ensuring that every child has the opportunity to grow up in a safe and supportive environment.

SYNOPSIS

This Senate Concurrent Resolution recognizes November 2026 as "National Adoption Month" in the State of Delaware.
