SENATE CONCURRENT RESOLUTION NO. 27
RECOGNIZING MARCH 18, 2025, AS “NATIONAL YOUTH HEART SCREENING DAY” IN DELAWARE.
WHEREAS, sudden cardiac arrest (SCA) is the leading cause of death on school campuses and the number one killer of student-athletes, affecting approximately 23,000 youth annually in the United States; and
WHEREAS, research shows that 1 in 300 youth has an undiagnosed heart condition that puts them at risk for SCA, yet standard well-child checkups and pre-participation sports physicals fail to detect up to 90% of these conditions; and
WHEREAS, comprehensive youth heart screenings, which include a 12-lead electrocardiogram (ECG) in addition to a physical examination and personal and family health history review, have been proven to identify heart conditions early and prevent tragic outcomes; and
WHEREAS, Delaware has taken significant strides toward becoming the “Heart Healthiest” state through initiatives such as the Heart in the Game program, which provides free youth heart screenings and raises awareness about the importance of early detection and emergency preparedness; and
WHEREAS, the Grace Fire Amendments have strengthened Delaware’s commitment to cardiac emergency preparedness by ensuring access to automated external defibrillators (AEDs), increasing CPR training, and supporting policies that protect young hearts; and
WHEREAS,
education on recognizing warning signs of SCA, such as fainting, shortness of breath, chest pain, and dizziness, along with hands-only CPR training and AED accessibility, significantly improves survival rates; and
WHEREAS,
Parent Heart Watch and other advocacy groups are working to establish a national standard for youth heart screenings and emergency response plans to reduce the incidence of sudden cardiac death in children and young adults; and
WHEREAS, recognizing National Youth Heart Screening Day will increase public awareness, encourage heart screenings, and promote lifesaving education and policies to protect young lives.
NOW, THEREFORE:
BE IT RESOLVED by the Senate of the 153rd General Assembly of the State of Delaware, the House of Representatives concurring therein, that the members of the General Assembly hereby recognize March 18, 2025, as “National Youth Heart Screening Day” in the State of Delaware.
SYNOPSIS
This Concurrent Resolution recognizes March 18, 2025, as “National Youth Heart Screening Day” in Delaware and reaffirms our commitment to saving lives through prevention, education, and access to lifesaving tools and resources.
