SENATE CONCURRENT RESOLUTION NO. 38

PROCLAIMING THE MONTH OF APRIL 2025 AS “HEALTHCARE WORKPLACE VIOLENCE PREVENTION & AWARENESS MONTH" IN THE STATE OF DELAWARE.

WHEREAS, according to the Occupational Safety and Health Administration, approximately 75% of the workplace assaults reported annually occurred in healthcare settings; and

WHEREAS, workers in healthcare settings are 4 times more likely to be victims of workplace violence than workers in other settings; and

WHEREAS, healthcare workers are essential to the well-being and safety of our communities, providing critical care and support to patients in need; and

WHEREAS, workplace violence in healthcare settings poses significant risks to the safety, health, and well-being of healthcare workers, patients, and visitors; and

WHEREAS, incidents of workplace violence in healthcare settings have been increasing, leading to physical injuries, emotional trauma, and decreased job satisfaction among healthcare workers; and

WHEREAS, it is imperative to create a safe and supportive work environment for healthcare workers to ensure the highest quality of care for patients.

NOW, THEREFORE:

BE IT RESOLVED

that the Senate of the 153rd General Assembly of the State of Delaware, the House of Representatives concurring therein, recognizes the critical importance of addressing workplace violence in healthcare settings to protect healthcare workers and ensure their safety and well-being.

BE IT FURTHER RESOLVED that healthcare facilities are urged to develop and implement comprehensive workplace violence prevention programs, including risk assessments, employee training, incident reporting, and support services for affected workers.

BE IT FURTHER RESOLVED that the General Assembly recognizes the dedication and leadership of the ChristianaCare Workplace Civility Steer, which has been working diligently to establish a foundation of zero tolerance, analyze data, educate caregivers, implement best practices, safety measures, provide support for caregivers, and raise internal and external awareness of these issues and leverage all available resources to mitigate the cause and effect of workplace violence.

BE IT FURTHER RESOLVED that collaboration between healthcare facilities, law enforcement agencies, and community organizations to enhance security measures and response protocols in healthcare settings is encouraged.

BE IT FURTHER RESOLVED that the General Assembly commits to working with healthcare professionals, advocacy groups, and other stakeholders to develop and promote policies that prioritize the safety and well-being of healthcare workers.

BE IT FURTHER RESOLVED that the General Assembly calls for increased funding and resources to support workplace violence prevention initiatives, including research, training, and public awareness campaigns.

BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Governor, the Secretary of Health, and other relevant state agencies and organizations for their consideration and action.
