SENATE CONCURRENT RESOLUTION NO. 40
RECOGNIZING THE ROLE OF SCHOOL-BASED MENTAL HEALTH PROFESSIONALS IN DELAWARE SCHOOLS.
WHEREAS, according to the U.S. Department of Health and Human Services, 1 in 5 children has a mental, emotional, behavioral, or developmental disorder; and
WHEREAS, students seeking to access mental and behavioral health services in their communities may encounter barriers accessing and affording those services; and
WHEREAS, students are more likely to access counseling services when they are offered in schools; and
WHEREAS, comprehensive school mental and behavioral health services support the mission and purpose of schools, which is learning; and
WHEREAS, school-based mental and behavioral health programs help improve educational outcomes by improving student attendance and graduation rates, decreasing discipline referrals, and boosting student achievement and well-being; and
WHEREAS, school counselors, school psychologists, school social workers, and other school-based mental health professionals deliver consultative and direct services critical to the prevention, early identification, and intervention of mental and behavioral health needs and help connect students to appropriate community resources and services when needed; and
WHEREAS, school-based mental health professionals are certified, experienced educators who obtain advanced degrees, receive specialized training, and complete clinical experience to prepare for their roles; and
WHEREAS, Delaware is experiencing shortages and challenges recruiting and retaining school-based mental health professionals among other educator positions; and
WHEREAS, improving staffing ratios for school-based mental health professionals is central in supporting the mental and behavioral health needs of students; and
WHEREAS, Delaware should prioritize and take a multi-prong and multi-level approach to improve the recruitment and retention of school-based mental health professionals in order to support the well-being and academic achievement of Delaware students.
NOW, THEREFORE
:
BE IT RESOLVED by the Senate of the 153rd General Assembly of the State of Delaware, the House of Representatives concurring therein, that the important role of school-based mental health professionals is recognized by the General Assembly because of the critical importance of school-based mental health professionals in supporting student mental and behavioral health, well-being, and learning.
SYNOPSIS
This Concurrent Resolution recognizes the important role of school-based mental health professionals because of the critical importance of school-based mental health professionals in supporting student mental and behavioral health, well-being, and learning.
