SENATE CONCURRENT RESOLUTION NO. 81
RECOGNIZING MAY 22, 2025, AS “STOP THE BLEED DAY” IN THE STATE OF DELAWARE.
WHEREAS, when a person is losing blood, every minute counts, and the Stop the Bleed campaign of the American College of Surgeons continues to inform Americans about lifesaving measures to assist trauma victims; and
WHEREAS, the initiative was launched in the wake of the 2012 mass shooting at Sandy Hook Elementary School, after the American College of Surgeons convened leading health care and public safety experts to develop strategies to improve survival rates for victims of severe bleeding; and
WHEREAS, this collaboration led to the development of the Stop the Bleed campaign, which empowers the public with training to respond to bleeding emergencies; and
WHEREAS, the Stop the Bleed Project works to engage individuals and organizations nationwide in preventing death from uncontrolled bleeding through education, awareness, and action; and
WHEREAS, in Delaware, the program is supported by members of the American College of Surgeons Committee on Trauma and the Delaware Chapter of the American College of Surgeons, who help guide its local implementation; and
WHEREAS, because a trauma victim can bleed to death within 3 to 5 minutes – often before emergency personnel can arrive – the program teaches bleeding-control techniques developed by military and emergency medical experts to help everyday citizens become immediate responders; and
WHEREAS, according to recent global health data, approximately 40% of trauma-related deaths are caused by bleeding or its consequences, underscoring hemorrhage as the most common cause of preventable death in trauma; and
WHEREAS, “Stop the Bleed Day” aims to reduce preventable deaths by ensuring more individuals are trained, equipped, and prepared to intervene effectively in life-threatening bleeding situations, significantly improving the likelihood of survival; and
WHEREAS, the campaign also provides trauma kits containing tourniquets, wound dressings, and hemostatic agents, enabling bystanders to deliver critical aid before professional help arrives; and
WHEREAS, these kits can be placed in public locations, similar to automated external defibrillators (AEDs), to ensure rapid access in emergencies; and
WHEREAS, “Stop the Bleed Day” promotes awareness, education, and community preparedness, encouraging all Delawareans to learn how to recognize and respond to bleeding emergencies, support public safety, and build a more resilient community; and
WHEREAS, the Stop the Bleed campaign plays a vital role in public health by empowering citizens with the confidence and knowledge to act swiftly when someone’s life is at risk.
NOW, THEREFORE:
BE IT RESOLVED by the Senate of the 153rd General Assembly of the State of Delaware, the House of Representatives concurring therein, that May 22, 2025, is hereby recognized as “Stop the Bleed Day” in Delaware.
BE IT FURTHER RESOLVED that the General Assembly encourages all Delawareans to participate in the initiative and learn more about the importance of bleeding-control measures.
SYNOPSIS
This resolution recognizes May 22, 2025, as “Stop the Bleed Day” in the State of Delaware and encourages all residents to become informed and trained in bleeding-control techniques that can save lives.
