SENATE JOINT RESOLUTION NO. 12

EXTENDING THE DELAWARE JUVENILE JUSTICE EDUCATIONAL TRANSITIONS TASK FORCE.

WHEREAS, the Juvenile Justice Educational Transitions Task Force (Task Force) was established by the 153rd General Assembly, with the approval of the Governor, on July 21, 2025, by Senate Joint Resolution No. 11, as amended; and

WHEREAS, the Task Force was directed to compile a final report containing its findings and recommendations regarding the issues assigned to it under SJR No. 11, as amended, and submit the report to the General Assembly, the Governor, the Director and the Librarian of the Division of Legislative Services, and the Delaware Public Archives, no later than December 1, 2025; and

WHEREAS, SJR No. 11, as amended, directed the Task Force to study and report its findings and recommendations on 4 areas related to school program successes and challenges in our State and in other states with respect to educating youth who were formerly incarcerated, whether there are potential program modifications within existing traditional or alternative schools that can be utilized to improve educational outcomes for youth who were formerly incarcerated, and the need and feasibility for a new alternative school primarily designed to educate youth who were formerly incarcerated; and

WHEREAS, the Task Force has determined that additional time is necessary to fulfill this directive.

NOW, THEREFORE:

BE IT RESOLVED by the Senate and the House of Representatives of the 153rd General Assembly of the State of Delaware, with the approval of the Governor, that

the existence of the Juvenile Justice Educational Transitions Task Force (Task Force), created by Senate Joint Resolution No. 11, as amended, by the 153rd General Assembly, with approval by the Governor, is extended until the submission of the final report.

BE IT FURTHER RESOLVED that

the chair of the Task Force must submit the final report assigned under SJR No. 11, as amended, no later than July 31, 2026.
