SENATE JOINT RESOLUTION NO. 2

REQUIRING THE DIVISION OF MEDICAID AND MEDICAL ASSISTANCE TO PRESENT THE GENERAL ASSEMBLY WITH A REPORT AND PLAN TO PROVIDE INSURANCE COVERAGE FOR COMMUNITY HEALTH WORKER SERVICES.

WHEREAS, Community Health Workers are frontline public health workers; and

WHEREAS, Community Health Workers guide individuals and families through the health, social, and

community services systems to promote community health and well-being; and

WHEREAS, Community Health Workers are trusted members of the community; and

WHEREAS, Community Health Workers are sensitive to the demographics and experiences of the community; and

WHEREAS, Community Health Workers provide culturally and linguistically competent and appropriate services; and

WHEREAS, Community Health Workers have the skills and capacity to address the social drivers of health to achieve better health equity for Delaware populations and communities; and

WHEREAS, there is an interest in developing a plan for Medicaid to provide coverage for Community Health Worker services.

NOW, THEREFORE:

BE IT RESOLVED by the Senate and the House of Representatives of the 153rd General Assembly of the State of Delaware, with the approval of the Governor, that the Division of Medicaid and Medical Assistance, in collaboration with stakeholder groups including the Community Health Workers Association of Delaware, shall present the General Assembly, by January 1, 2026, with a plan for insurance coverage for Community Health Worker services, including a draft State plan amendment or waiver, as appropriate, with copies to the Governor, the Director and the Librarian of the Division of Research of Legislative Council, and the Delaware Public Archives.

SYNOPSIS

This resolution requires the Division of Medicaid and Medical Assistance to present a report to the Delaware General Assembly, by January 1, 2026, for the provision of insurance coverage for Community Health Worker services by Medicaid providers, which must include a draft State plan amendment or waiver, as appropriate, to the Governor and all members of the General Assembly, with copies to the Director and the Librarian of the Division of Research of Legislative Council, and the Delaware Public Archives.
