SENATE RESOLUTION NO. 25

RECOGNIZING AUGUST 17, 2026, AS “NATIONAL NONPROFIT DAY” IN THE STATE OF DELAWARE.

WHEREAS, the Tariff Act of 1894, signed into law on August 17, 1894, created the earliest statutory reference to tax exemption for certain public-serving charitable organizations; and

WHEREAS, tax exemption is a means for government to recognize the importance of the charitable and voluntary sector in providing essential services to the public; and

WHEREAS, Americans donate hundreds of billions of dollars to nonprofits every year, with Americans donating approximately half a trillion dollars to charitable organizations in 2022; and

WHEREAS, nonprofit organizations are also a main source of job creation, with the National Council of Nonprofits estimating that nonprofits employ more than 10% of the United States’ private workforce; and

WHEREAS, data from the Bureau of Labor Statistics indicates that 2/3 of all nonprofit jobs are in healthcare and social assistance, while approximately 70% of total non-government jobs in educational services are through nonprofits; and

WHEREAS, the Delaware Alliance for Nonprofit Advancement reports that there are over 3,000 tax-exempt organizations operating in Delaware, with 1,200 of these organizations providing services to Delawareans and visitors to the State; and

WHEREAS, nonprofit organizations are the third largest collective employer in Delaware; and

WHEREAS, these organizations play a vital role in Delaware and throughout the country by offering services such as food banks, affordable housing, medical care, legal counsel, education, daycare, after-school activities, and more; and

WHEREAS, National Nonprofit Day recognizes nonprofit organizations’ ongoing contributions to, and efforts to serve, their local communities.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 153rd General Assembly of the State of Delaware that August 17, 2026, is recognized as “National Nonprofit Day” in the State of Delaware.
