‘Toamendsection25-723oftheDistrictofColumbiaOfficialCodetoallowtheAlcoholicBeverageandCannabisBoardtoextendthehoursofoperation,sales,service,andconsumptionofalcoholicbeveragesforculturalevents,sportingevents,ortourismrelatedeventsforlicenseesregisteredwiththeAlcoholicBeverageandCannabisBoard.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, Thatthis
actmay be citedas the“On-Premisesand On-SiteExtendedHours Program Amendment Act of
2025”.
Sec.2,Section25-723 of the Districtof Columbia OfficialCode isamended as follows:
(a)A new subsection(g)isadded to readas follows:
“(g)(1)Exceptasprovidedin§25-724,foralicenseeoperatingunderanon-premisesretailer'slicense,manufacturer'slicenseholdinganon-sitesalesandconsumptionpermit,oratemporarylicense,theBoardmayextendthehoursofsales,service,andconsumptionofalcoholicbeveragesuntil4:00a.m.,andthehoursofoperationto24hoursaday,forculturalevents,sportingevents,ortourism-relatedevents,ifthelicensee:“(A)RegisterswiththeBoard;“(B)Paysaminimumregistrationfeeof$100;and“(C)Provideswrittennoticenolaterthan3calendardaysbeforethefirstdayoftheculturalevent,sportingevent,ortourism-relatedeventtotheBoardofitsextendedhoursofoperation,sales,service,andconsumption.“@)TheBoardshallprovidewrittennotificationtotheMetropolitanPoliceDepartmentatleast48hoursbeforeextendedhoursofoperation,sales,service,andconsumptionunderthissubsectionwilltakeeffect.Thewrittennotificationshallincludethelistofestablishmentseligibletoparticipateintheextendedhoursunderthissubsection.“(3)To the extentfeasible,the Board shallprovidenoticeof extended hours of
operation,sales,service,andconsumptionpursuanttothissubsectionintheDistrictofColumbia,Register,andshall,within24hoursofthatpublication,postnoticeoftheseextendedhoursonABCA’s website.

theDistrict,andthatislikelytoproduceasignificantpositivefinancialimpactfortheDistrict.”.

Sec.3.Fiscalimpactstatement.TheCounciladoptsthefiscalimpactstatementinthecommitteereportasthefiscal
impactstatementrequiredbysection4aoftheGeneralLegislativeProceduresActof1975,approvedOctober16,2006(120Stat.2038;D.C.OfficialCode§1-301.47a).
Sec.4.Effectivedate.‘ThisactshalltakeeffectfollowingapprovalbytheMayor(orintheeventofvetobytheMayor,actionbytheCounciltooverridetheveto),anda30-dayperiodofcongressionalreviewasprovidedinsection602(c)(1)oftheDistrictofColumbiaHomeRuleAct,approvedDecember24,1973(87Stat.813;D.C.Code§ 1-206(c)(1)).
