‘Trusteesofa publiccharterschooltocompletetrainingprogramsonbestpracticesforschoolboardgovernance.
BE ITENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, Thatthis
actmay be citedasthe“Boardof TrusteesTrainingAmendment Actof 2025”.

Sec.2.SubtitleBoftheDistrictofColumbiaSchoolReformActof1995,approvedApril
26,1996(110Stat,1321-115;D.C.OfficialCode§38-1802.01etseg.),isamendedasfollows:
(a)Section2205(D.C.OfficialCode§38-1802.05)isamendedbyaddinganewsubsection(f)toreadasfollows:““(f)TheBoardofTrusteesofapubliccharterschoolshallcompleteschoolgovernancetrainingconsistentwiththerequirementsofsection2214(k).”.
(b)Section2214(DCOfficialCode§38-1802.14)isamendedbyaddinganew
subsection(k)toreadasfollows:“(k)Schoolgovernancemandatorytraining.—(1)BeginninginSchoolYear2026-2027,theBoardshall,incoordinationwiththeOfficeoftheStateSuperintendentasappropriate,offergovernancetrainingtoallpublic
charterschoolBoardsofTrusteesatnocosttoapubliccharterschooloritsBoardofTrustees
members.TheBoardshallrequireeachmemberofapubliccharterschoolBoardofTrusteesto
successfullycompleteanapprovedstructuredtrainingofferedpursuanttothissubsection
annuallyandshallrequireanewlyelectedorappointedmemberofapubliccharterschoolBoard
ofTrusteestocompleteaninitialtrainingwithin90daysafterthemember'selectionor
appointmenttotheBoardofTrustees.TheBoardshalldesignatewhichtopicsidentifiedin
paragraph(2)ofthissubsectionarerequiredforamember'sinitialtrainingandwhicharerequiredfortherefreshertraining.(2) Ata minimum, thetrainingofferedpursuantto thissubsectionshallinclude
trainingon: “(A)TheStateandAuthorizerAcademicAccountabilitySystem;

“(B)Hiring,management,andevaluationofpubliccharterschoolleadership; “(C)Organizationalfiscalmanagement;“(D)Nonprofitandpubliccharterschoolgovernance,includingtheroleof
afiduciary;
“(E)Obligationsofa charterschoolandtheresponsibilitiesof schoolgoverningbodyunderfederalandDistrictlawsandregulations;and“(F)UpdatestorelevantfederalandDistrictlawsandregulations.“(3)Thetrainingofferedpursuanttothissubsectionmaybeadministeredthroughanymodalitythatensuresaccessibilityandeffectiveparticipation,asdeterminedbytheBoard,”
Sec.3.Applicability.(a)Thisactshallapplyuponthedateofinclusionofitsfiscaleffectinanapproved
budgetandfinancialplan.(b)TheChiefFinancialOfficershallcertifythedateoftheinclusionofthefiscaleffectin
anapprovedbudgetandfinancialplanandprovidenoticetotheBudgetDirectoroftheCouncilofthecertification.(O\(1)TheBudgetDirectorshallcausethenoticeofthecertificationtobepublishedintheDistrictofColumbiaRegister.(2)Thedateofpublicationofthenoticeofthecertificationshallnotaffectthe
applicabilityofthisact.
Sec.4.Fiscalimpactstatement.‘TheCounciladoptsthefiscalimpactstatementinthecommitteereportasthefiscal
impactstatementrequiredbysection4aoftheGeneralLegislativeProceduresActof1975,approvedOctober16,2006(120Stat.2038;D.C.OfficialCode§1-301.47a).
Sec.5.Effectivedate.ThisactshalltakeeffectfollowingapprovalbytheMayor(orintheeventofvetobytheMayor,actionbytheCounciltooverridetheveto)anda30-dayperiodofcongressionalreview
