Law Creating the Youth Advisory Council on Climate Change and Environmental Conservation

This law creates a new group of young people to advise District leaders on climate change, environmental protection, and green job opportunities.

What This Bill Does

  • Establishes the Youth Advisory Council on Climate Change and Environmental Conservation with 17 voting members.
  • Requires council members to study topics like climate impacts, conservation, and training for youth in green jobs including apprenticeships and certification programs.
  • Allows the group to write reports, suggest changes to laws, develop its own plans, and work with other organizations to educate people.
  • Sets rules that require at least one meeting per month and an annual joint meeting with the Commission on Climate Change and Resiliency.
  • Authorizes a yearly payment of up to $1,000 for members or allows them to receive volunteer service credit instead.

Who It Names or Affects

  • High school students in District public schools, charter schools, or independent schools within the District.
  • Residents aged 18 to 21 who live in the District of Columbia.
  • The Mayor and Councilmembers who appoint members to the council.
  • The Department of Energy and Environment which provides staff support and training.

Terms To Know

Stipend
A small amount of money paid for service, limited here to $1,000 per year.
Quorum
The minimum number of members needed at a meeting to make official decisions; this law requires a majority of the appointed members.
Disadvantaged communities
Groups that are marginalized, underserved, or overburdened by pollution as identified by specific District maps and tools such as Equity Emphasis Areas or Heat Sensitivity Exposure Indexes.

Limits and Unknowns

  • The law does not specify the exact date when members must be appointed beyond a deadline of 180 days after the act takes effect.
  • Travel expense reimbursement depends on available funding, so it is not guaranteed for every trip.
  • Academic credit for service hours requires approval from each member's individual school.
