Youth Workforce Development Programs Temporary Amendment Act of 2025

This temporary law expands background check rules to include adults working with youth in summer employment programs and updates related program management terms.

What This Bill Does

  • Expands the definition of a 'covered child or youth services provider' to include employees and volunteers at host employers participating in summer youth programs administered by the Department of Employment Services if they have direct contact or unsupervised access to youth.
  • Authorizes the Department of Employment Services to conduct criminal background checks on these specific employees and volunteers.
  • Allows the Department of Employment Services to check traffic records for these same individuals.
  • Updates rules in the Youth Employment Act by removing references to 'closing ceremonies' and replacing them with general program activities.

Who It Names or Affects

  • Employees and volunteers at host employers or grantees who have direct contact or unsupervised access to youth participating in Department of Employment Services programs.
  • The District government agency known as the Department of Employment Services, which gains new authority to run checks.
