ToamendtheRentalHousingActof1985toprovideforexpeditedreviewofevictionproceedingsstemmingfromadangerouscrimeorcrimeofviolence,tograntcourtsdiscretiontodeterminewhenequitiesrequirethedismissalofaclaimbyahousingprovider,toreducethepre-filingnoticeperiodincasesseekingevictionfornonpayment,andtoupdateproceduresforpre-filingnoticetotenantsinevictioncases;toamendChapter15ofTitle16oftheDistrictofColumbiaOfficialCodetoreduceapre-eviction-hearingsummonsperiod,toprovidecourtsthathearevictioncaseswithdiscretionnottodismisscasesforcertaindeficiencies,andtoupdateprocessesforthedepositofrentalpaymentsintothecourtregistryduringevictioncasesfornonpayment;toamendthe‘TenantOpportunitytoPurchaseActof1980toreorganizevariousexistingprovisions,toclarifytheapplicabilityoftheactincircumstancessuchasthedispositionofintestatedecedents”property,toallowfortheentryandexitofnon-controllinginvestorsinpropertyownershipentitieswithouttriggeringtheact,toexemptnewconstructionforthe15yearsafterconstructionandcertaincovenantedaffordablehousingprojectsfromtheact,toestablishasystemofcertifiedtenantsupportproviders,tostreamlinetenantnoticeprovisionsandconsolidatecertaintenantgrievanceprocedures,toestablishprotectionsfrominterferenceintheact’sprocessesandenforcementmechanisms,torequiretheDepartmentofHousingandCommunityDevelopmenttodevelopcertainformdocumentsandreceivefilingsofcertainprocesses,toestablishpermissibleconsiderationfortenantassignmentoftheirrightsundertheact,andtodirecttheDepartmentofHousingandCommunityDevelopmenttomaintainapublicdatabase;toamendChapter48ofTitle47oftheDistrictofColumbiaOfficialCodetoclarifytheapplicabilityofrecentchangestotheDistrictlow-incomehousingtaxcreditprogram;toamendtheInclusionaryZoningImplementationAmendmentActtofacilitatetheresaleofunits;toamendtheDistrictofColumbiaHousingAuthorityActof1999torevisethestructureoftheboardoftheAuthority,tomodifythescheduleforannualfinancialaccountabilityreports,toprovide
tyforboardandexecutivedirectortraining,toupdatethepublichousingresidentbillof rights,andtoaddprotectionsforresidentswhosepublichousingpropertiesundergofederalsubsidyrepositioning;toamendtheDistrictofColumbiaGovernment‘ComprehensiveMeritPersonnelActof1978toadjustHousingAuthorityboardstipends;

actmaybecitedasthe“RebalancingExpectationsforNeighbors,Tenants,andLandlords(RENTAL)AmendmentActof202:

TITLE L.PUBLIC SAFETY EVICTIONS.
Sec. 101.Section501of theRentalHousing Act of 1985 effectiveJuly17,1985 (D.C.
Law 6-10;D.C. OfficialCode § 42-3505.01),isamended as follows:
(a)Subsection(a)(4)isamendedbystrikingthephrase“shalldismiss”andinsertingthe
phrase“may,initsdiscretionwhenweighingtheprejudicetoallparties,dismiss”initsplace.
(b)Subsection(a-1)isamended as follows:
(1)Paragraph(1)isamendedbystrikingthephrase“atleast30days”and
insertingthephrase“atleast10days”initsplace.
(2)A newparagraph(3)isaddedtoreadasfollows:
“(3)The noticerequiredby thissubsectionshallbe providedas follows:
“(A)Bycertifiedmailordeliveryserviceprovidingdeliverytracking
confirmation,returnreceiptrequested;and
“(B)Byhanddeliverytotherentalunitorbypostingonthefrontdoorof
therentalunit.”,
(c)Subsection(c)isamendedtoreadasfollows:
“(©)(1)A housingprovidermayrecoverpossessionofa rentalunitwhereacourtof
‘competentjurisdictionhasdeterminedthatthetenant,orapersonoccupyingthepremiseswithor
inadditiontothetenant,hasperformedanillegalactwithintherentalunitorthehousing
accommodation.Exceptasotherwiseprovidedinparagraph(2)(B)ofthissubsection,the
housingprovidershallserveonthetenanta30-daynoticetovacate.Ifthepersonwhowasfound
tohave performedan illegalactissomeone occupyingthepremiseotherthanthetenant,the
tenantmay be evictedonly ifthetenantknew or shouldhave known thatan illegalactwas taking
place.Nothing inthissubsectionshallbe construedtoexcusea housingprovider'sunlawful
retaliatoryactionorfailuretocomplywiththeViolenceAgainstWomen Actof1994,approved
September13,1994(108Stat.1902;34U.S.C.§ 12291erseq.),orsuccessorlegislation,the
Americans with DisabilitiesAct of 1990,approved July26, 1990 (104 Stat.327;42 U.S.C.§
12101 etseq.),TitlesVII and IXof the CivilRightsAct of 1968,approved April11,1968 (82
Stat.81;42 U.S.C.§§ 3601-3619,3631),theHuman RightsAct of 1977,effectiveDecember 13,
1977 (D.C.Law 2-38;D.C. Code § 2-1401.01efseq.),sections507 and 508of the Rental
Housing Act of 1985,effectiveMarch 14,2007 (D.C.Law 16-273;D.C. OfficialCode §§ 42-
3505.07,42-3505.08),or otherapplicablefederalor Districtlaw.
“(2)(A)Ineachcasepursuanttoparagraph(1)ofthissubsectionfiledafterthe
effectivedateoftheRebalancingExpectationsforNeighbors,Tenants,andLandlords

“G)Thehousingprovider,afterconsideringingoodfaithallreasonableavailablemeanstopreservethehousingofnon-offendingoccupants,suchasbarringtheoffendingindividualfromthepropertyorassessingwhethertheleasecanbetransferredtoaneligibleoccupant,shallserveonthetenanta10-daynoticetovacate;and“(ii)TheCourtshallholdahearingonanexpeditedbasiswithin20daysfollowingthefilingofthecomplaint.
“(B)Inadditiontothedefenselistedinsubsection(c-1)ofthissection,itshallbeadefensetoanactionforpossessionunderthissubsectionbasedonallegationsofadangerouscrimeorcrimeofviolenceif:
“(i)Thetenantdidnotknowordidnothavereasontoknowthatcriminalactivitywasoceurringorwouldlikelyoccuronthepremises;or“(ii)Thetenanttookreasonablestepstopreventthecommissionofviolentcriminalactivity,suchasrequestingthehousingproviderremovetheoffendinghouseholdmember'snamefromthelease,reportingpriorcriminalactivitytothepolice,seekingassistancefromsocialservicesorcounselingagencies,ordenyingpermission,iffeasible,forthe
offendinghouseholdmembertoresideinthedwellingunit;or“(iii)Thetenantwasavictimorintendedvictimofthecriminalactivity.“(C)IftheCourtdeterminesbyapreponderanceof evidencethatthe
tenant
oroccupantengagedinadangerouscrimeasdefinedinD.C.OfficialCode§23-1331(3)oracrimeofviolenceasdefinedinD.C.OfficialCode§23-1331(4),theCourtshallenterafinaljudgmentforpossessionandissueawritofrestitutionthatmandatestheevictionofthetenantor
occupant.”,
TITLEII.COURTEVICTIONPROCEDURES.
Sec.201.Chapter15ofTitle16oftheDistrictofColumbiaOfficialCodeisamendedasfollows:
(a)Thetableofcontentsisamendedbyaddinganewsectiondesignationtoreadasfollows:

“(a)Anypartytoacaseforrestitutionofpossessionbasedonnonpaymentofrentmay
movefortheentryofaprotectiveorderthatprospectivelyrequiresthedefendanttodepositthe
rentpayment,inthemonthlyamountrequiredbytherentledger,lease,rentalagreement,or
rentalagreementaddenda,intothecourt’sregistry,inregularmonthlyintervals,throughthe
conclusionofthecase.
“(b)Partiesmayenterinto,vacate,ormodifyprotectiveordersbyconsentwiththe
approvalofthecourtatanytime,
“(c)Ifa motion fora protectiveorderismade, thecourtshalladdressthemotion as
follows:
“(1)The courtshallinformthedefendantofcommon protectiveorderdefenses
thatmayjustifyareductioninprotectiveordermonthlyamounts,includingcurrentviolationsof
thehousingcode and disputesoverthecalculationof themonthly rentamount assertedinthe
complaint.Thecourtshallinformthedefendantofthepossibleconsequencesofknowingly
assertingbaselessdefenses.
“(2)Thecourtshallissueapreliminaryprotectiveorderforthemonthlyrent
amountrequiredbytherentledger,lease,rentalagreement,orrentalagreementaddendaafterthe
initialmotion and shallschedulea hearingthereafteron any allegedcurrentviolationsofthe
housingcodeorotherdefensesthatmaymeritanadjustmenttothepreliminaryprotectiveorder.
Indeterminingtheamountofthepreliminaryprotectiveorder,thecourtisnotrequiredto
conductan evidentiaryproceeding,but may initsdiscretionconsiderevidencethattheparties
arepreparedtopresent,includingwhetherthereisanydisputeregardingtheplaintiff'sassertion
ofthemonthlyrentamount.”.
TITLE I. TENANT OPPORTUNITY TO PURCHASE ACT.
Sec.301.TheTenantOpportunitytoPurchaseActof1980,effectiveSeptember10,1980(D.C.Law3-86;D.C,OfficialCode§42-3404.01efseq,),isamendedasfollows:
(a)A newsection401aisaddedtoreadasfollows:
“Sec.401a.Definitions.
“Forpurposesofthistitle,theterm:
“(1)“Department”meanstheDepartmentofHousingandCommunityDevelopment,oranysuccessoragency.
(2)“Owner”means:
“(A)Anyperson,anyoneofanumberofpersons,oranyentityinwhom.

isvestedallor any partofthe beneficialownership,dominion,or titleofa housing
accommodation; or
“(B)Thecommittee,conservator,orlegalguardianofa persondescribedinsubparagraph(A)ofthisparagraphwhoisnoncomposmentis,aminorchild,orotherwiseunderadisability.
(3)“QualifiedPurchaser”meansanypersoncertifiedbytheMayorpursuanttosection402d,oranagencyorinstrumentalityoftheDistrict.”.
*(4)(A)“Tenant”meansanypersonorpersonswho,underthetermsofa current
or expiredwrittenleaseor otherrentalagreement,areentitledtooccupy thehousing
accommodationandareliabletotheownerforthepaymentofrent.
“(B)Nothinginthisparagraphshallbeconstruedtolimitthedefinitionof“tenant”forpurposesofanyotherlaw.”.
(5)“Tenantsupportprovider”means:
“(A)AnypersonororganizationcertifiedbytheMayorpursuanttosection402c;or
“(B)The Officeof theTenant Advocate,as establishedby section2065 of
theOfficeof theChiefTenant Advocate EstablishmentActof 2005,effectiveOctober20,2005
(D.C.Law 16-33;D.C. OfficialCode § 42-3531.05).
(b)Section402 (D.C.OfficialCode § 42-3404.02)isamended as follows:
(1)The sectionheadingisamended toreadas follows:
“Sec.402.Tenantopportunitytopurchase.”.
(2)Subsections(a-2)(1),(b),(c),and(d)arerepealed.
(3)New subsections(e)and (f)areadded toreadas follows:
“(e)(1)Within5daysafterarequestbyanyperson,theMayorshalllprovide:
¥(A)Writtencertifications,includingthedateofreceipt,ofanynotices
receivedpursuanttotitlesIV and Vof this act,or,iftheMayor has notreceivednotices
regardinga propertyspecifiedby therequestor,certificationofsuchnon-receipt;and
“(B)Copiesofthenotices.
“(2)The certificationsmay be recordedamong therecordsof the Recorderof
Deedsandshallbeexemptfromfilingfees,
“(f)A tenantsrightsunder thistitlevestatthetimeof receiptof an offerof sale pursuant
tosection403andshallnotapplytoatenantthatbeginsoccupyingahousingaccommodationaflertheissuanceofan offerofsale.”.
(c)New sections402b, 402c,and 402d areadded toreadas follows:
“Sec.402b.“Sale”defined:excludedproperties.
“(a)For thepurposesof titlesIV and Vof this act,theterms“sell”or “sale”shall
include:

“(1)Theexecutionofanyagreementpursuanttowhichtheownerofthehousing
accommodation agreesto some, butnotall,of thefollowing:
“(A)Relinquishespossessionoftheproperty;
“(B) Extendsan optiontopurchasethepropertyfora sum certainatthe
end oftheassignment,lease,or encumbrance and providesthata portionof thepayments
receivedpursuanttotheagreementistobeappliedtothepurchaseprice;
“(©)Assignsallrightsandinterestsinallcontractsthatrelatetothe
property;
“(D)Requiresthatthecostsofalltaxesandothergovernmentcharges
assessedandleviedagainstthepropertyduringthetermoftheagreementaretobepaidbythe
lesseeeitherdirectlyorthroughasurchargepaidtotheowner;
“(E)Extendsanoptiontopurchaseanownershipinterestintheproperty,
whichmaybeexercisedatanytimeafterexecutionoftheagreementbutshallbeexercised
beforetheexpirationof theagreement;and
“(F)Requirestheassigneeorlesseetomaintainpersonalinjuryand
propertydamageliabilityinsuranceonthepropertythatnamestheownerastheadditional
insured;
“(2)A masterleasewhichmeetssome,butnotall,ofthefactorsdescribedin
paragraph(1)ofthissubsectionorwhichissimilarineffect;and
“(3)Thetransferofanownershipinterestinacorporation,partnership,limited
liabilitycompany,association,trustentityformedundertheUniformStatutoryTrustEntityAct
of 2010,D.C. OfficialCode § 29-1201.01e¢seq.,or a similarstatutoryprovisionof another
jurisdiction,orotherentitywhichownsanaccommodationasitssoleorprincipalasset,which,
ineffect,resultsinthetransferof themajorityoftheownership interestsintheaccommodation
pursuanttoparagraph(1)ofthissection.Forthepurposesofthisparagraph,theterm:
“(A) “Principalasset”means thevalueof the accommodation relativeto
theentity’sotherholdings;and
“(B)“Majorityoftheownershipinterests”meanstheownershipinterests
associatedwiththemajorityofthe valueof thecapital,profits,and lossesof theentityinwhich
theinterestsarebeingtransferred.
*(b)ForthepurposesoftitlesIVandV ofthisact,andnotwithstandinganythingtothe
contraryherein,theterm “sell”or “sale”shallnot include
“(1)(A)Atransfer,eventhoughforconsideration,byadecedent'sestateto
membersof the decedent'sfamily,heir,or a legatee.
“(B)Forpurposesofthisparagraph,theterm“membersofthedecedent’s
family”means:
(i)Thedecedent’ssurvivingspouseordomesticpartneras
definedinsection2(3)of theHealthCare BenefitsExpansion Act of 1992,effectiveJune 11,
1992 (D.C.Law 9-114;D.C. OfficialCode § 32-701(3)),linealdescendantsof thedecedent,or

spousesof linealdescendantsofthe decedent;
“(ii)A trustfortheprimarybenefitofthepersonsreferredtoin
sub-subparagraph(i)ofthissubparagraph;
“Giii)A partnership,corporation,orotherentitycontrolledbythe
individualsreferredtoinsub-subparagraphs(i)and(ii)ofthissubparagraph;and
“(iv)Heiras definedinD.C. OfficialCode § 20-101(c);
“(2)Aninter-vivostransfer,eventhoughforconsideration,betweenspouses,
parentandchild,siblings,grandparentandgrandchild,ordomesticpartnersasdefinedinsection
2(3)oftheHealthCareBenefitsExpansionActof1992,effectiveJune11,1992(D.C.Law9-
114;D.C,OfficialCode§32-701(3));
“(3)A transferoflegaltitleoraninterestinanentityholdinglegaltitleto.a
housingaccommodationpursuanttoabonafidedeedoftrustormortgage,andthereafterany
transferby foreclosuresaleor deed inlieuof foreclosurepursuanttoa bona fidedeed of trustor
mortgage;
“(4)A transferofownershipinterestsorseriesoftransfersofownershipinterests
betweenoramongexistingownersofahousingaccommodation,orwithinanentitythatdirectly
orindirectlyownsthehousingaccommodation,thatreallocatesownershipinterestsbutdoesnot
resultintheadmissionofa new,unrelatedthird-partyowner;provided,thataNoticeof Transfer
issenttotenantsforthisexemptionpursuanttosection403a;
(5)A taxsaleortransferpursuanttoataxforeclosure;
“(6)A bankruptcysale;
“(7)Anytransactioninvolvingaccommodationsotherwisesubjecthereto
expresslycontemplatedbya registrationstatementfiledwiththeSecuritiesandExchange
CommissionpriortoFebruary22,1994;
“(8)Anytransferofapropertydirectlycausedbyachangeintheformofthe
entityowningtheproperty;provided,thatthetransferiswithoutconsideration,includinga
transferofinterestsinan entitytoan entityunder D.C. OfficialCode § 29-204.06;provided,that
a Noticeof Transferissenttotenantsforthisexemption pursuanttosection403a;
“(9)Thetransferofownershipinterestsinacorporation,partnership,limited
liabilitycompany,association,statutorytrustentityformedundertheUniformStatutoryTrust
EntityAct of 2010, D.C. OfficialCode § 29-1201.01efseq.,ora similarprovisionof another
jurisdiction,orotherentitythatownsahousingaccommodation;provided,thatthesolepurpose
ofthe transferisto admit one ormore limitedpartnersor investormembers who individuallyor
combined,if more thanone,willhave a minorityinterestintheentityand who, atthetime of
settlement,eachmake a capitalcontributionthathasa valueequivalenttothepercentageinterest
ofthefairmarketvalueoftheentityorthehousingaccommodationthattheinvestorisacquiring,
orallowfortheexitofone ormore partnersandmembers,andthenew investorshallbe
prohibitedfrom acquiringany additionalinterestintheentitywithin12 months afterthenew
investor'sinitialadmission;providedfurther,thata Noticeof Transferissenttotenantsforthis

exemptionpursuanttosection403a,and:
“(A)Anynewlimitedpartnersorinvestorswillreceive,andanyexitinglimitedpartnerorinvestormembersreceived,taxbenefitspursuantto26U.S.C.§42.oracomparableDistrictprogram;or
“(B)Beforeandafterthetransfer,theentityiscontrolled,directlyorindirectly,bythesamepersonorentity;
*(10)A transferoftitletothehousingaccommodationtoanentityunderD.C.
OfficialCode§29-204,06;

accommodation thatisnotsubjecttothetenantopportunitytopurchasebased on subsection
(b)(20)ofthissection,theownerofthehousingaccommodationshallprovidewrittennoticeto
theindividualregardingsuchexemption.
“(2)Theownerofeachhousingaccommodationthatbecomessubjectto
subsection(b)(20)ofthissectionontheeffectivedateoftheRebalancingExpectationsfor
Neighbors,Tenants,and Landlords(RENTAL) Amendment Act of 2025,passedon 2nd reading
(reconsideration)onOctober21,2025(EnrolledversionofBill26-164),shallprovidewritten
noticewithin90daysaftersuchdatetoalltenantsofthehousingaccommodationregardingthe
changeinapplicabilityoflaw.
“(3)Failureoftheownerofa housingaccommodationtoprovidepropernotice
underthissubsectionshallnotaffectthevalidityoftheexemptionfromthetenantopportunityto
purchaseapplicabletothehousingaccommodation.
“Sec.402c.Tenantsupportproviders.
“(a)TheMayorshallestablishacertificationprocessfortenantsupportproviders,which
shallbe selectedbasedon theirexpertiseand abilitytocounseltenantswho seek toexercisetheir
rightsunderthistitleregarding:
“(1)Theformationandgovernanceoftenantorganizationandotherlegaland

collectiveownershipstructures;
“(2)Technicalsupportservicesforfirst-timehomeowners;
“(3)Obtainingfinancingforthepurchaseofhousingaccommodations;or

“(b)TheDepartmentshallmaintaina listofcertifiedtenantsupportprovidersandtheircontactinformationonapubliclyaccessiblewebsite.
“(c)Certificationasatenantsupportprovidershallbevalidfor4years.
“(@)A tenantsupportprovidershallnot:
“(1)Actinamannerthatisadversetotheinterestsofa tenantoccupyingapropertysubjecttothistitle;or
“(2)Serveatenantoccupyingapropertyinwhichthetenantsupportprovider,oranyemployeethereof,mayhaveapresentorfuturefinancialinterest.
“(e)TheMayorshallpromptlyinvestigateanycomplaintallegingthatatenantsupportproviderhasaconflictofinterestorhasfailedtocomplywiththerequirementsofthistitle.Ifthe
Mayordeterminesthatatenantsupportproviderhasaconflictofinterestorhasfailedtocomplywiththerequirementsofthistitle,theMayormaylimit,suspend,orrevokethattenantsupportprovider'scertification.
“Sec.402d.Qualifiedpurchaser.

“(G)Tohavealeaseterminatedonlyfor seriousorrepeatedviolationsof
thematerialtermsof thelease,as providedintherelevantprovisionsof theAuthority’spublic
housingregulations,which shallbe identifiedintheBillof Rights;
“(H)To30days”noticeofanyactiontocorrect,cure,orvacatefor
violationof a lease,exceptwhere theAuthorityhas determinedthatthehead of household
responsibleforthedwellingunitundertheleaseisdeceasedand thereareno remaining
houscholdmembers,asprovidedintherelevantprovisionsoftheAuthority’spublichousing
regulations,whichshallbe identifiedintheBillofRights;
“(IToberelocatedawayfromlivingconditionsthatrepresentan
‘emergencyorathreattolife,health,orsafetyasdeterminedbytheAuthority,another
governmentalentity,orasaresultofajudicialproceeding;toalleviatethreatofattackby
criminalelementsasverifiedanddocumentedbytheAuthorityPoliceDepartmentoranyother
policedepartmentor law enforcementagency authorizedtooperateintheDistrict;and incertain
othercircumstances,asprovidedintherelevantprovisionsoftheAuthority’spublichousing
regulations,which shallbe identifiedintheBillofRights;”.

“Sec.27.Publichousingsubsidyrepositioningrequirements.
“(a)InanyrepositioningofaHousingProperty’sfederalsubsidy,theAuthorityshall
adheretothefollowingprinciplestotheextentapplicableandpracticable:
“(1)The Authorityshallhonor therightof householdsrelocatedfrom theHousing
Propertyinconnectionwiththerepositioning,includinganyhouseholdtransferredtoahousing
voucherprogram atany pointaftertheinclusionof theHousing Propertyina repositioningplan
submittedto HUD, to returnto livingon thesiteof theHousing Property.
“(2)TheAuthorityshallengagetheresidentsandresidentcounciloftheHousing
Propertytojointlydeveloprelocationandcontinuedoccupancyplansbeforeanyrelocation,
detailingresidentrelocationplans,ifrequired,andcontinuedoccupancybothbefore,during,and
afterthesubsidyconversion;provided,thattheExecutiveDirectormay orderrelocationwithout
ajointlydevelopedplantotheextentnecessarytoensurehuman safety.
“(3)TheAuthorityshallestablishanadvisoryteamthatshallparticipatein,at
minimum, theplanning,entitlement,relocation,and returnphasesoftheproject.Residentsofthe
HousingPropertyshallconstituteatleast25%oftheadvisoryteam.
“(4)TheAuthorityshallprovideresidentsoftheHousingPropertywithclearly
writtenplansandschedulesforeachphaseoftheproject.Theseplanswillbeprojectspecificand
willbeamendedasnecessaryinresponsetoresidentinput.
“(5)Inthedesignoftheimprovementsorredevelopment,theAuthorityshall
ensuretheinclusionof amenitiesthatmake apositivecontributiontothelifeof theresidentsof
theHousing Propertyand shallnot includeproductsand servicesthatcontributetothe
devastatinghealthindicatorsthatimpactresidentsoflow-incomecommunities,suchas
childhoodasthma.
(6) The Authorityshallnegotiatewithany developmentpartnersto includeinthe
projectandoperatingbudgetsacommunityfundforthebenefitofthecommunityofformer
Housing Propertyresidents.The sourcesand usesofany fund shallbe worked out withthe
HousingPropertyresidentsthroughtheirelectedresidentcouncil,subjecttoapprovalby the
BoardorcompliancewithregulationsadoptedbytheBoard.
“(7)Thenumberofhousingunitsreservedforextremelylow-incomehouscholds
followingrepositioningshallexceedthenumberofpreexistingaffordablehousingunitsatthe
HousingProperty.
“(8)TheAuthorityshallnotsubmitapplicationstofederalauthorities,orseek
Board approvalsubmissionof,a RentalAssistanceDemonstrationor federalSection18
repositioning,unlesstheAuthorityhas:
“(A)Conducted atleast2 residentmeetingswith residentsof theHousing

Property;and
“(B)Provideddetailsof theproposaltotheCity-Wide ResidentAdvisory
Board,theMayor’s administration,thechairof thecommitteeof theCouncilwithjurisdiction
overtheAuthority,theCouncilmemberofthe Ward inwhich theHousing Propertyislocated,

andtheAttorneyGeneral,andallowed15daysforsuchauthoritiestoprovidecomments.
“(b)Aspartofany requesttotheBoardtoapproveacontract,HUD application,orother
formalactioninsupportofa federalsubsidyrepositioning,theExecutiveDirectorshallprovidea
writtenstatusupdateforeachimplicatedHousingPropertyexplaininghowtheAuthorityis
complyingwitheachoftheprincipleslistedinsubsection(a)ofthissectionor,totheextentany
suchprinciplecannotbesatisfied,anexplanationofany relevanteffortstheAuthorityis
pursuinginlieuofadherencetothatprinciple.
“(c)Inadditiontoanysummaryrequiredundersection202(c)oftheProcurement
PracticesReform Actof 2010,effectiveApril8,2011 (D.C.Law 18-371;D.C. OfficialCode
§2-352.02(c)),anycontractthattheAuthoritysubmitstotheCouncilinsupportofafederal
subsidyrepositioningofaHousingPropertyshallcontainastatusupdateintheformprescribed
insubsection(b)ofthissection.
“(d)Nothing inthissectionshallbe construedtoestablisha new privatecauseof
action.”,
Sec,602.Section1108(c-2)(1)oftheDistrictofColumbiaGovernmentComprehensive
MeritPersonnelAct of 1978,effectiveMarch 3, 1979 (D.C.Law 2-139;D.C. OfficialCode§ 1-
611.08(c-2)(1)),isamendedtoreadasfollows:
“(1)Each Commissioner of theBoardof the Districtof Columbia Housing
Authority(“Board”)shallbeentitledtoastipendof $8,000peryearfortheirservice,andthe
chairpersonshallbeentitledtoanadditionalstipendof$4,000peryear;provided,thatsubsection
(c-3)of this sectionshallnotapplytothechairpersonof such Board.Each such Commissioner
alsoshallbe entitledtoreimbursementof actual traveland otherexpensesreasonablyrelatedto
attendanceatBoard meetingsand fulfillmentofofficialduties.Stipendsand reimbursements
shallbemadeatleastquarterlyandprorated,ifnecessary,toreflectthedatesofactual
membershipon theBoardordatesofserviceaschairpersonoftheBoard”.
