‘ToamendTitle6-AoftheDistrictofColumbiaMunicipalRegulationstomakeconformingchanges;to amend the Omnibus PoliceReform Amendment Act of 2000 toallow
applicantsforswornofficersoftheMetropolitanPoliceDepartmenttocountcertain,credithoursforcompletionoftheinitialtrainingprogramtowardstherequirementthatcertainapplicantscomplete60-hoursofpost-secondaryeducationatanaccreditedcollegeoruniversity;toamendthePolicemenandFiremen’sRetirementandDisabilityActtoclarifycertainbenefitsforFireandEmergencyMedicalServicessurvivors;toamendsection23-581oftheDistrictofColumbiaOfficialCodetoclarifytheauthorityofMetropolitanPoliceDepartmentwarrantlessarrestrequirements;toamendtheActtoRegulatePublicConductonPublicPassengerVehiclestoprovidethattheadjudicationoffareevasioncitationsshallbepursuanttotheDepartmentofConsumerandRegulatoryAffairsCivilInfractionsActof1985;toamendChapter8ofTitle16oftheDistrictofColumbiaOfficialCodetoclarifythatoffenseseligibleinthefutureforautomaticsealingarecurrentlycligibleforsealingbymotion;andtoamendtheSecureDCOmnibus‘AmendmentActof2024toamendthesunsetdateofcertainprovisionsregardingpretrialdetention.

actmay be citedasthe“PeaceDC Omnibus Amendment Act of 2025”.
Sec.2.Section1101ofTitle6AoftheDistrictofColumbiaMunicipalRegulations(6A

Sec.3.Section202(e)(1)oftheOmnibusPoliceReformAmendmentActof2000,
effectiveOctober4,2000 (D.C.Law 13-160;D.C. OfficialCode § 5-107.01(e)(1)),isamended
toreadas follows:
“(1)Successfullycompleted60hoursofpost-secondaryeducationatan
accreditedcollegeoruniversity;exceptthat,iftheMetropolitanPoliceDepartmententersintoan
agreementwith an accreditedcollegeor universitytoaward credithourstorecruitssuccessfully
completingtheDepartment'sinitialtrainingprogramforrecruits,anapplicantmaysatisfyupto
20creditsofthe60-credithourrequirementbyearningcreditsthroughtheinitialtraining
programforrecruits;”.
Sec.4.Section12(k)(1A)ofThePolicemenandFiremen’sRetirementandDisabilityAct,approvedSeptember1,1916(39Stat.718;D.C.OfficialCode§5-716(a-1)),isamendedto
readasfollows:(a)Theexistingtextisdesignatedassubparagraph(A).()A newsubparagraph(B)isaddedtoreadasfollows:“(B)G)A currentmemberwhodiesofaninjuryorillnesscoveredbysections652(a),653(a),or654(a)oftheFireandPoliceMedicalLeaveandLimitedDuty‘AmendmentActof2004,effectiveMay1,2013(D.C.Law19-311;D.C.OfficialCode§§5-
652(a),5-653(a),or5-654(a)),shallbedeemedtohavediedintheperformanceofdutyforthepurposesofthissection.“(ii)A retiredmemberwhodieswithin5yearsofretirementofaninjuryorillnesspreviouslyruledtobeaperformanceofdutyinjuryorillnesscoveredbysections652(a),653(a),or654(a)oftheFireandPoliceMedicalLeaveandLimitedDuty
