Peace DC Omnibus Amendment Act of 2025

This law allows police recruits to count training hours toward college credit, clarifies retirement benefits for first responders who die from work-related injuries, updates rules on warrantless arrests and fare evasion citations, adjusts deadlines for sealing criminal records, and extends the expiration date of certain pretrial detention provisions.

What This Bill Does

  • Allows applicants to count up to 20 hours of initial police training toward a required 60 college credits if an agreement exists between the Metropolitan Police Department and an accredited university.
  • Clarifies that current or retired firefighters who die from specific work-related injuries or illnesses are considered to have died in the line of duty for benefit purposes.
  • Updates the list of crimes where police can make arrests without a warrant, including changes to theft value limits and adding offenses related to hazardous waste disposal.
  • Requires that citations for fare evasion on public vehicles be handled under the Civil Infractions Act instead of other procedures.
  • Sets new deadlines by which certain criminal records must be sealed or become eligible for sealing by motion before October 1, 2027.
  • Extends the expiration date for specific pretrial detention rules to December 31, 2026.

Who It Names or Affects

  • Applicants seeking employment as sworn officers with the Metropolitan Police Department
  • Current and retired members of Fire and Emergency Medical Services departments and their survivors
  • Individuals cited for fare evasion on public passenger vehicles
  • People who have been arrested or charged with offenses eligible for record sealing

Terms To Know

Warrantless arrest
An arrest made by police without a court order, allowed only for specific crimes listed in the law.
Record sealing
A legal process that hides criminal records from public view so they do not appear on background checks.
Pretrial detention
Holding a person in jail while waiting for their trial to begin, before any conviction has occurred.

Limits and Unknowns

  • The college credit benefit only applies if the Metropolitan Police Department signs an agreement with an accredited university.
  • Some provisions regarding pretrial detention will expire on December 31, 2026, unless changed by future laws.
  • Retroactive application of retirement benefits depends on when funds are included in an approved budget and certified by officials.
