‘Toamend,onanemergencybasis,section25-723oftheDistrictofColumbiaOfficialCodetoallowtheAlcoholicBeverageandCannabisBoardtoextendthehoursofoperation,sales,service,andconsumptionofalcoholicbeveragesforculturalevents,sportingevents,ortourism-relatedeventsforlicenseesregisteredwiththeAlcoholicBeverageand Cannabis
Board.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
actmaybecitedasthe“On-PremisesandOn-SiteExtendedHoursProgramEmergencyAmendmentActof2025”.
Sec.2,Section25-723oftheDistrictofColumbiaOfficialCodeisamendedasfollows:(a)A newsubsection(g)isaddedtoreadasfollows:“(g)(1)Exceptasprovidedin§25-724,fora licenseeoperatingunderanon-premisesretailer'slicense,manufacturer’slicenseholdinganon-sitesalesandconsumptionpermit,oratemporarylicense,theBoardmayextendthehoursofsales,service,andconsumptionofalcoholicbeveragesuntil4:00a.m.,andthehoursofoperationto24hoursaday,forculturalevents,sportingevents,ortourism-relatedevents,ifthelicensee:“(A)RegisterswiththeBoard;“(B)Paysaminimumregistrationfeeof$100;and“(C)Provideswrittennoticenolaterthan3calendardaysbeforethefirstdayof the culturalevent,sportingevent,or tourism-relatedevent totheBoard of itsextended
hoursofoperation,sales,service,andconsumption.(2)TheBoardshallprovidewrittennotificationtotheMetropolitanPoliceDepartmentatleast48hoursbeforeextendedhoursofoperation,sales,service,andconsumptionunderthissubsectionwilltakeeffect.Thewrittennotificationshallincludethelistofestablishmentseligibletoparticipateintheextendedhoursunderthissubsection.“(3)Totheextentfeasible,theBoardshallprovidenoticeofextendedhoursofoperation,sales,service,andconsumptionpursuanttothissubsectionintheDistrictofColumbia

displaysofartisticexpression.“(B)“Sportingevent”meansaprofessionaloramateureventinvolvingagameorathleticcompetitionthatoccurseitheronceannuallyorevery4yearsthatisorganizedbyaleagueorassociation.“(C)“Tourism-relatedevent”meansanevent,suchasamajorfestival,convention,ortradeshow,withthepotentialtoattractvisitorsfromoutsidea50-mileradiusof
theDistrict,andthatislikelytoproduceasignificantpositivefinancialimpactfortheDistrict.”.
