Toamend,onanemergencybasis,duetocongressionalreview,theResidentialTranquilityActof2010toprohibitpersonstargetingaresidenceforpurposesofademonstrationfromusingsoundamplifyingdevicesinaresidentialzonebetween7:00p.m.and9:00a.m.,
andtoprohibitapersonfromlaunchingorthrowingaprojectileontotheresidentialpropertyofanotherwiththeintenttocausefear,intimidate,orretaliateagainstany
personlivingorworkingatthatresidence;andtoamendtheNationalCapitalRevitalizationand Self-Government Improvement Act of 1997 to providethattheterm
expirationdateforaCouncilappointmenttotheCorrectionsInformationCouncilshallbeDecember7thoftheyearinwhichthetermexpires.
BEITENACTEDBYTHECOUNCILOFTHEDISTRICTOFCOLUMBIA,Thatthisactmaybecitedasthe“ResidentialTranquilitySecondCongressionalReviewEmergency‘AmendmentActof2025”.
Sec.2.TheResidentialTranquilityActof2010,effectiveMay26,2011(D.C.Law18-374;D.C.OfficialCode§22-2751etseq.),isamendedasfollows:(@)Section2(D.C.OfficialCode§22-2751)isamendedbyaddinganewparagraph(4)toreadasfollows:“(4)“Soundamplifyingdevice”meansanymachine,device,orloudspeakerthatamplifiessoundofthehumanvoice,music,oranyothersound,Theterm“soundamplifyingdevice”shallnotincludeautomobileaudiosystemswhenusedandheardonlybytheoccupantsofthevehicleinwhichtheautomobileaudiosystemisinstalled,personalhearingaids,orheadphones.”(b)Section3(D.C.OfficialCode§22-2752)isamendedbyaddingnewsubsections(a-1)and(a-2)toreadasfollows:(acl)Itisunlawfulforapersontouseasoundamplifyingdevicetotargetaresidenceforpurposesofademonstrationbetween7:00p.m.and9:00a.m.inResidentialZones,ResidentialFlatZones,orResidentialApartmentZones,asthosetermsaredefinedintheDistrictofColumbiaZoningRegulations.

nomorethan90days,orboth.”.
Sec.3.Section11201a(b)(2)oftheNationalCapitalRevitalizationandSelf-GovernmentImprovementActof1997,effectiveOctober2,2010(D.C.Law18-233;D.C.OfficialCode§24-101.01(b)(2)),isamendedbyaddinganewsubparagraph(B-i)toreadasfollows:
“(B-i)Notwithstandinganyotherprovisionoflaw,thetermexpirationdateforaCouncilappointmenttotheCorrectionsInformationCouncilshallbeDecember7thoftheyearinwhichthetermexpires.”.
Sec.4.Fiscalimpactstatement.
The CounciladoptsthefiscalimpactstatementoftheBudgetDirectorasthefiscalimpact
statementrequiredby section4aof theGeneralLegislativeProceduresAct of 1975,approved
October 16,2006 (120 Stat.2038;D.C. OfficialCode § 1-301.47a).
Sec.5.Effectivedate.ThisactshalltakeeffectfollowingapprovalbytheMayor(orintheeventofvetobythe
