BE ITENACTED BY THE COUNCIL OF THE DISTRICTOF COLUMBIA, Thatthis
actmay be citedasthe“SafePassageTrainingand SchoolEngagement Amendment Act of
2025".
Sec.2.Section3023(a)oftheOfficeoftheDeputyMayorforPublicSafetyandJustice
EstablishmentActof201,effectiveSeptember6,2023(D.C.Law25-50;D.C.OfficialCode§
1-301.192(a)),isamendedbyaddingnewparagraphs(4)and(5)toreadasfollows:
(4)Personnelhiredbyanorganizationreceivingagrantpursuanttothis
subsectionshallcarryouttheirdutiesinaccordancewiththetermsofthegrantagreementand
standardoperatingproceduresestablishedbytheDeputyMayor,whichshallincludea
mandatorytwiceannualmeetingbetweenSafePassageandSafeBlockspersonnel(“Safe
PassageAmbassadors”)withtheschooladministratorswhoseschoolroutesareservedbythe
SafePassageAmbassadors.(5)AlllSafePassageAmbassadorsemployedbyanorganizationreceivinga
grantpursuanttothissubsectionshallreceivethefollowingtrainings,atminimum,developedin
consultationwiththeOfficeoftheStateSuperintendentforEducationandschooladministrators,
tobeadministeredbytheDeputyMayor:(A)Quarterlybystanderinterventiontraining,includingconflict
resolutionandde-escalationtechniques;“(B)Annualculturalcompetencytraining,includingtrainingonracial,
gender,LGBTQIA+,andsocioeconomicfactorsasrelatedtoimplicitbias;

Sec.3.Applicability.
(a)Thisactshallapplyuponthedateofinclusionofitsfiscaleffectinanapprovedbudgetandfinancialplan.
(b)TheChiefFinancialOfficershallcertifythedateoftheinclusionofthefiscaleffectinanapprovedbudgetandfinancialplan,andprovidenoticetotheBudgetDirectoroftheCouncilofthecertification.

(2)Thedateofpublicationofthenoticeofthecertificationshallnotaffecttheapplicabilityofthisact.
