‘Toamend,onanemergencybasis,theDepartmentofFor-HireVehiclesEstablishmentActof1985toauthorizetheDepartmentofFor-HireVehiclestoenforcetrafficlawsagainst
carrier-for-hirevehicles;andtoamendthetheMigrantServicesandSupportsExtension‘TemporaryAmendmentActof2024byprovidingthatitshallexpire450daysaftertakingeffect.
BEITENACTEDBY THECOUNCILOFTHEDISTRICTOFCOLUMBIA,Thatthisactmaybecitedasthe“DepartmentofFor-HireVehiclesDeliveryVehicleTrafficEnforcementExpansionEmergencyAmendmentActof2025”.
Sec.2.The Department of For-HireVehiclesEstablishmentAct of 1985,effectiveMarch
25, 1986 (D.C.Law 6-97;D.C. OfficialCode § 50-301.01efseq.),isamended as follows:
(a)Section4(D.C.OfficialCode§50-301.03)isamendedasfollows:
(1)A newparagraph(3A)isaddedtoreadasfollows:
“(3A)“Carrier-for-hire”meansa classoftransportationservicebywhicha
networkofprivateoperators,couriers,orcarriersprovidedeliveryofparcels,food,orbeverages
intheDistrictforcompensation.”.
(2)Paragraph(30B)isamendedasfollows:
(A)Strikethephrase“regulationsgoverningpublicandprivatevehicle-
for-hireservice”andinsertthephrase“regulationsgoverningpublicandprivatevehicle-for-hire
and carrier-for-hireservice”in itsplace.
(B)Strikethephrase“trafficstopsofpublicandprivatevehicles-for-hire,
pursuanttoprotocolprescribed”andinsertthephrase“trafficstopsofpublicandprivate
vehicles-for-hireand carrier-for-hirevehicles,pursuanttoprotocolprescribed”initsplace.
(b)Section7(a)(D.C.OfficialCode§50-301.06(a))isamendedasfollows:
(1)Paragraph(4)(F)isamendedbystrikingthephrase“Performingvehicle-for-

carrier-for-hireinspections”initsplace.

“(b-1)The DFHV shallemploy vehicleinspectionofficersto enforcethelaws,rules,and
regulationspertainingtovehicles-for-hireand carriers-for-hire.A primary functionofvehicle
inspectionofficersshallbe toensuretheproperprovisionofserviceand tosupportsafety
throughstreetenforcementefforts,includingtrafficstopsofpublicandprivatevehicles-for-hireandcarriers-for-hire,pursuanttoprotocolprescribedbytheDFHV.”.
(2)Subsection(c)isamended as follows:
(A)Paragraph(19)isamendedbystrikingthephrase“;and”andinserting
asemicoloninitsplace.
(B)A newparagraph(19A)isaddedtoreadasfollows:
“(19A)Establishrulesrelatingtotheenforcementoftrafficregulations
againstcarrier-for-hirevehicles;and”.
(@)Section20k(a)(D.C.OfficialCode§50-301.30(a))isamendedasfollow:
(1)Strikethephrase“shallundergotrainingon therulesand regulations
governingprivateandpublicvehicles-for-hireandundergo”andinsertthephrase“shallundergo
trainingon therulesand regulationsgoverningprivateand publicvehicles-for-hireand carrier-
for-hirevehiclesand undergo”initsplace.
(2)Strikethephrase“inspectionofficersshallbe prohibitedfrom making traffic
stopsofon-dutyprivateorpublicvehicles-for-hireintheactoftransportinga fare,unlessthere
isreasonablesuspicionofa violation”andinsertthephrase“inspectionofficersshallbe
prohibitedfrommakingtrafficstopsofon-dutyprivateorpublicvehicles-for-hireintheactof

Sec.3.Section303(b)oftheMigrantServicesandSupportsExtensionTemporaryAmendmentActof2024,effectiveSeptember18,2024(D.C.Law25-214;71DCR 11539),isamendedbystrikingthenumber“225”andinsertingthenumber“450”initsplace.
Sec.4.Fiscalimpactstatement.
The Counciladoptsthefiscalimpactstatementof theBudget Directoras thefiscalimpact
‘statementrequiredby section4aof theGeneralLegislativeProceduresAct of 1975,approved
October 16,2006 (120 Stat.2038; D.C. OfficialCode § 1-301.47a).
Sec. 5. Effectivedate.
ThisactshalltakeeffectfollowingapprovalbytheMayor(orintheeventofvetobytheMayor,actionbytheCounciltooverridetheveto),andshallremainineffectfornolongerthan90days,asprovidedforemergencyactsoftheCounciloftheDistrictofColumbiainsection
