Act to Expand Traffic Enforcement for Delivery Vehicles and Extend Migrant Services

This law gives the Department of For-Hire Vehicles authority to enforce traffic laws against delivery drivers and extends a temporary migrant services program.

What This Bill Does

  • Defines 'carrier-for-hire' as private operators, couriers, or carriers who deliver parcels, food, or beverages for payment in Washington, D.C.
  • Requires vehicle inspection officers to inspect both ride-share vehicles and carrier-for-hire delivery vehicles.
  • Allows the Department of For-Hire Vehicles to create rules for enforcing traffic regulations against carrier-for-hire vehicles.
  • Updates training requirements so officers learn laws that cover carrier-for-hire vehicles alongside standard for-hire cars.
  • Limits when officers can stop a moving vehicle, allowing stops only if there is reasonable suspicion of a violation while transporting passengers or goods.
  • Changes the expiration date of the Migrant Services and Supports Extension Temporary Amendment Act to 450 days after it takes effect.

Who It Names or Affects

  • The Department of For-Hire Vehicles (DFHV) in Washington, D.C.
  • Private operators, couriers, or carriers who deliver parcels, food, or beverages for compensation.
  • Vehicle inspection officers employed by the DFHV.
