for-hirevehicles;andtoamendtheMigrantServicesandSupportsExtensionTemporary‘AmendmentActof2024byprovidingthatitshallexpire450daysaftertakingeffect.
BEITENACTEDBYTHECOUNCILOFTHEDISTRICTOFCOLUMBIA,Thatthisactmay be citedas the “DepartmentofFor-Hire VehiclesDeliveryVehicleTrafficEnforcement
ExpansionTemporaryAmendmentActof2025”.
Sec.2.TheDepartmentofFor-HireVehiclesEstablishmentActof1985,effectiveMarch25,1986(D.C.Law6-97;D.C.OfficialCode§50-301.01etseq.),isamendedasfollows:(a)Section4(D.C.OfficialCode§50-301.03)isamendedasfollows:(1)A newparagraph(3A)isaddedtoreadasfollows:GA) “Carrier-for-hire”meansaclassoftransportationservicebywhichanetworkofprivateoperators,couriers,orcarriersprovidedeliveryofparcels,food,orbeveragesintheDistrictforcompensation.”(2)Paragraph(30B)isamendedasfollows:(A)Strikethephrase“regulationsgoverningpublicandprivatevehicle~for-hireservice”andinsertthephrase“regulationsgoverningpublicandprivatevehicle-for-hireandcartier-for-hireservice”initsplace.(B)Strikethephrase“trafficstopsofpublicandprivatevehicles-for-hire,pursuanttoprotocolprescribed”andinsertthephrase“trafficstopsofpublicandprivatevehicles-for-hireandcarrier-for-hirevehicles,pursuanttoprotocolprescribed”initsplace.(b)Section7a)(D.C.OfficialCode§50-301.06(a))isamendedasfollows:(1)Paragraph(4)(F)isamendedbystrikingthephrase“Performingvehicle-for-hireinspections”andinsertingthephrase“Performingpublicandprivatevehicle-for-hireandcarrier-for-hireinspections”initsplace.(2)Paragraph(5)isamendedbystrikingthephrase“anddispatchservices,”andinsertingthephrase“dispatchservices,andcarriers-for-hire,”initsplace.

“(b-1)The DFHV shallemploy vehicleinspectionofficerstoenforcethelaws,rules,and.
regulationspertainingtovehicles-for-hireandcarriers-for-hire.A primaryfunctionofvehicle
inspectionofficersshallbetoensuretheproperprovisionofserviceandtosupportsafety
throughstreetenforcementefforts,includingtrafficstopsofpublicandprivatevehicles-for-hire
andcartiers-for-hire,pursuanttoprotocolprescribedbytheDFHV.”.
(2)Subsection(c)isamendedasfollows:
(A)Paragraph(19)isamendedbystrikingthephrase“;and”andinserting
asemicoloninitsplace.
(B)A newparagraph(19A)isaddedtoreadasfollows:
“(19A) Establishrulesrelatingtotheenforcementof trafficregulations
againstcarrier-for-hirevehicles;and”.
(d)Section20k(a)(D.C.OfficialCode§50-301.30(a))isamendedasfollows:
(1)Strikethephrase“shallundergotrainingontherulesandregulations
governingprivateandpublicvehicles-for-hireandundergo”andinsertthephrase“shallundergo
trainingontherulesandregulationsgoverningprivateandpublicvehicles-for-hireandcarrier
for-hirevehiclesandundergo”initsplace.
(2)Strikethephrase“inspectionofficersshallbeprohibitedfrommakingtraffic
stopsofon-dutyprivateorpublicvehicles-for-hireintheactoftransportingafare,unlessthere
isreasonablesuspicionofa violation”and insertthephrase“inspectionofficersshallbe
prohibitedfrommakingtrafficstopsofon-dutyprivateorpublicvehicles-for-hireintheactof
transportingafare,oracarrier-for-hirevehicleintheactoftransportingaparcel,food,or
beverage,unlessthereisreasonablesuspicionof a violation”initsplace.

Sec.3.Section303(b)oftheMigrantServicesandSupportsExtensionTemporaryAmendmentActof2024,effectiveSeptember18,2024(D.C.Law25-214;71DCR 11539),isamendedbystrikingthenumber“225”andinsertingthenumber“450”initsplace.
Sec,4,Fiscalimpactstatement.The Council adopts the fiscalimpact statementof the Budget Directoras the fiscalimpact
statementrequiredby section4aof the General LegislativeProcedures Act of 1975, approved
October 16,2006 (120 Stat.2038; D.C. OfficialCode § 1-301.47a).
Sec.5.Effectivedate.(a)ThisactshalltakeeffectfollowingapprovalbytheMayor(orintheeventofvetobytheMayor,actionbytheCounciltooverridetheveto)anda30-dayperiodofcongressional
