BEIT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
actmay be citedasthe“FiscalYear 2026 FederalPortionBudget RequestAct of2025”.
Sec.2.AdoptionofthefederalportionoftheFiscalYear2026budget.‘Thereisadopted,asarequesttoCongressforappropriationandauthorization,thefollowing
federalportionofthebudgetofthegovernmentoftheDistrictofColumbiaforthefiscalyearendingSeptember30,2026:
DISTRICTOFCOLUMBIAFEDERALFUNDSAPPROPRIATIONREQUEST
FEDERALPAYMENTTOTHEDISTRICTOFCOLUMBIACOURTSForsalatiesandexpensesfortheDistrictofColumbiaCourts,includingthetransferandhireof motorvehicles,$282,076,000tobeallocatedasfollows:fortheDistrictofColumbiaCourtofAppeals,$15,788,000,ofwhichnottoexceed$2,500isforofficialreceptionandrepresentationexpenses;fortheSuperiorCourtoftheDistrictofColumbia,$151,139,000,ofwhichnottoexceed
$2,500isforofficialreceptionandrepresentationexpenses;fortheDistrictofColumbiaCourtSystem,$107,500,000,ofwhichnottoexceed$2,500isforofficialreceptionandrepresentationexpenses;and$76,490,000,toremainavailableuntilSeptember30,2027,forcapitalimprovementsforDistrictofColumbiacourthousefacilities;Provided,Thatfundsmadeavailableforcapital
improvementsshallbeexpendedconsistentwiththeDistrictofColumbiaCourtsmasterplanstudyandfacilitiesconditionassessment;Providedfurther,That,inadditiontotheamountsappropriatedherein,feesreceivedbytheDistrictofColumbiaCourtsforadministeringbarexaminationsandprocessingDistrictofColumbiabaradmissionsmayberetainedandcreditedtothisappropriation,toremainavailableuntilexpended,forsalariesandexpensesassociatedwithsuchactivities,

FEDERAL PAYMENT TO THE COURT SERVICES AND.
OFFENDERSUPERVISIONAGENCYFORTHEDISTRICTOFCOLUMBIAForsalariesandexpenses,includingthetransferandhireofmotorvehicles,oftheCourtServicesandOffenderSupervisionAgencyfortheDistrictofColumbia,asauthorizedbytheNationalCapitalRevitalizationandSelf-GovernmentImprovementActof1997,$310,840,000ofwhichnottoexceed$2,000isforofficialreceptionandrepresentationexpensesrelatedtoCommunitySupervisionandPretrialServicesAgeneyprograms;ofwhichnottoexceed$25,000is
forduesandassessmentsrelatingtotheimplementationoftheCourtServicesandOffenderSupervisionAgencyInterstateSupervisionActof2002;Provided,That,ofthefundsappropriatedunderthisheading,$218,010,000shallbefornecessaryexpensesofCommunitySupervisionand
SexOffenderRegistration,toincludeexpensesrelatingtothemonitoringofadultssubjectto
protectionordersortheprovisionofservicesfororrelatedtosuchpersons;Providedfurther,That,ofthefundsappropriatedunderthisheading,$92,830,000shallbeavailabletothePretrialServicesAgency;Providedfurther,Thatnotwithstandinganyotherprovisionoflaw,allamountsunderthisheadingshallbeapportionedquarterlybytheOfficeofManagementandBudgetandobligatedand
expendedinthesamemannerasfundsappropriatedforsalariesandexpensesofotherFederalagencies;Providedfurther,Thatamountsunderthisheadingmaybeusedforprogrammatic
incentivesfordefendantstosuccessfullycompletetheirtermsofsupervision.
FEDERAL PAYMENT TO THE DISTRICT OF COLUMBIA PUBLIC DEFENDER SERVICE
For salariesand expenses,includingthetransferand hireofmotor vehicles,oftheDistrictof
Columbia PublicDefenderService,as authorizedby theNationalCapitalRevitalizationand Self-
Government Improvement Act of 1997,$59,305,000;Provided,Thatnotwithstandingany other
provisionoflaw,allamountsunderthisheadingshallbeapportionedquarterlybytheOfficeof
ManagementandBudgetandobligatedandexpendedinthesamemannerasfundsappropriatedfor
salariesand expensesof Federalagencies;Providedfurther,ThattheDistrictof Columbia Public
DefenderServicemay establishforemployeesof theDistrictof Columbia PublicDefenderService
aprogramsubstantiallysimilartotheprogramsetforthinsubchapterIIofchapter35oftitle5,
UnitedStatesCode, exceptthatthemaximum amount ofthepayment made undertheprogram to

provideguardianadlitemrepresentation,training,technicalassistance,andsuchotherservicesas
arenecessarytoimprovethequalityofguardianadlitemrepresentation,paymentsforcounsel

interestaccruedthereon,maybeusedonbehalfofeligibleDistrictofColumbiaresidentstopayan
amount basedupon thedifferencebetween in-Stateand out--of-Statetuitionatpublicinstitutionsof
highereducation,ortopayupto$2,500eachyearateligibleprivateinstitutionsofhigher
education;Providedfurther,Thattheawardingof suchfundsmay be prioritizedon thebasisofa
resident’sacademicmerit,theincomeandneedofeligiblestudents,andsuchotherfactorsasmay
be authorized;Providedfurther,That theDistrictofColumbia governmentshallmaintaina

FEDERALPAYMENTFORSCHOOLIMPROVEMENTForaFederalpaymentforaschoolimprovementprogramintheDistrictofColumbia,$52,500,000,toremainavailableuntilexpended,forpaymentsauthorizedundertheScholarshipforOpportunityandResultsAct(divisionCofPublicLaw112-10);Provided,That,totheextentthat
fundsareavailableforopportunityscholarshipsandfollowingtheprioritiesincludedinsection3006ofsuchAct,theSecretaryofEducationshallmakescholarshipsavailabletostudentseligibleundersection3013(3)ofsuchAct(PublicLaw112-10;125Stat.211),includingstudentswhowerenotofferedascholarshipduringanypreviousschoolyear;Providedfurther,Thatwithinfundsprovidedforopportunityscholarshipsupto$1,200,000shallbefortheactivitiesspecifiedin

undertheFederallawswhichareenforcedbytheOfficeforCivilRightsoftheDepartmentofEducationwhichareprovidedtoastudentofapublicelementaryorsecondaryschoolintheDistrictofColumbiaandwhichdoesnotcertifytotheSecretaryofEducationthatthestudentandthestudent’sparentswillbeprovidedwiththesameservices,rights,andprotectionsunderthe
IndividualsWithDisabilitiesEducationAct(20U.S.C.1400efseq.)whichareprovidedtoastudentandastudent’sparentsofa publicelementaryorsecondaryschoolintheDistrictofColumbia,asenumeratedinTable2ofGovernmentAccountabilityOfficeReport18-94(entitled“FederalActionsNeededtoEnsureParentsAreNotifiedAboutChangesinRightsforStudentswith
Disabilities”),issuedNovember2017.
FEDERAL PAYMENT TO THE DISTRICT OF COLUMBIA
EARLYCHILDHOODEDUCATORPayEquityFUNDForaFederalpaymenttotheEarlyChildhoodEducatorPayEquityFund,$5,000,000,toremainavailableuntilexpended,tocoverthecostofsupplementalpaymentsforearlychildhood
educatorsmadetochildcarecenterssponsoredbyfederalagencies.

(A)Thegeneralpublic,ifoperatedbythefederalgovernment,anagentof
thefederalgovernment,oracontractor;and
(B)Otherthanthegeneralpublic,ifoperatedbyanagentofthefederal
governmentoracontractor;and
(2)Salesofgoodsandservicesbyagovernment-sponsoredenterpriseor
corporation,institution,ororganizationestablishedby federalstatuteorregulation(“federal
enterpriseororganization”),includingtheSmithsonianInstitution,NationalGalleryofArt,National
BuildingMuseum,FederalNationalMortgageAssociation,andFederalHomeLoanMortgage
Corporation,ifthefederalenterpriseor organizationisotherwiseexempt from suchtaxation,tothe
extentsuchsalesotherwisewouldbe subjecttothesalesandusetaxesoftheDistrictofColumbiaif
thefederalenterpriseororganizationwereorganizedasanonprofitcorporationestablishedpursuant
toChapter4ofTitle 29 of theDistrictof Columbia OfficialCode, and exempt from federalincome

taxationpursuanttosection501(c)(3)oftheInternalRevenueCodeof1954,approvedAugust16,1954(68AStat,163;26U.S.C.§501(0)(3)).
