To amend, on an emergency basis,theDistrictof Columbia HousingAuthorityAct of 1999 to
establisha temporaryStabilizationand Reform Board togoverntheDistrictof Columbia
Housing Authorityand torequirethattheBoard and theExecutiveDirectorof the
Districtof Columbia Housing Authoritytakespecificactionstoreformand revitalizethe
operationsof theDistrictof Columbia Housing Authority.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
actmaybecitedasthe“DistrictofColumbiaHousingAuthorityStabilizationandReformEmergencyAmendmentActof 2025”.

“(d)The membersofthe Stabilizationand Reform Board referredtoinsubsection
(a)(1)(A)through(1)ofthissectionshalleachserveforonetermof2 yearsoruntiltheBoard
sunsets;provided,thateach such member may continueto serveuntila successorboard assumes
theresponsibilitiesof theStabilizationand Reform Board;providedfurther,thatintheeventofa
vacancyintheseatofsuchamemberoftheBoard,theMayormayappointamember,pursuant
tosubsection(b)(1)ofthissection,toservetheremainderoftheunexpiredtermoruntila
successorboard assumes theresponsibilitiesof theStabilizationand Reform Board.
“(e)Upon a vacancy inthepositionof chairpersonof theStabilizationand Reform
Board,theMayor shalldesignatea chairpersonfrom among themembersofthe Stabilizationand
ReformBoardreferredtoinsubsection(a)(1)(A)through(1)ofthissection.
“(H)(1)Upon a vacancyof any seatof theStabilizationand Reform Board,theMayor
shallnominatea replacementwho meetsthequalificationsof thevacantseatpursuantto
subsection(a)(1)ofthissection;provided,thatthisshallnotapplytotheseatestablishedby
subsection(a)(1)(A)ofthissection,Iftheseatestablishedbysubsection(a)(1)(A)ofthissection
becomesvacant,theCouncilshallappointasuccessor.
“(2)A MayoralnominationshallbesubmittedtotheCouncilpursuantto
subsection(b)(1)ofthissection.
“(g)(1)The Stabilizationand Reform Board shallmeet atleast10 timesperyear.All
meetingsof theStabilizationand Reform Board shallbe open tothepublic,exceptas may
otherwisebe authorizedby theOpen MeetingsAct,effectiveMarch 31,2011 (D.C.Law 18-350;
D.C.OfficialCode§2-571erseq.).(2)AllregularmeetingsoftheBoardmustbepublicizedthroughanotice,
publishedintheDistrictof Columbia Registerone week priortothemeetingthatcontainsthe
date,time,and locationof themeeting.
“(3)Eachregularmeetingshallprovideforaperiodofpubliccomments,which
shallnotbe limitedintime,exceptthatthetime allowedforeach individualspeakermay be
reasonablylimited.

“(h)Forthepurposesoftakinganyofficialaction,aquorumoftheStabilizationandReformBoardshallconsistof5members.“i)TheStabilizationandReformBoardestablishedbythissectionshallassumeauthorityfromtheBoardofCommissionersestablishedbysection12,andtheBoardofCommissionersshallbedissolved,upontheswearinginofatleast3membersofthe
StabilizationandReformBoard.“(j)TheAuthorityshallprovidetotheStabilizationandReformBoardatleast2full-time
employeeswhoarequalifiedtoprovidelegalandpolicyresearchasrequestedbymembersoftheBoard.Exceptasotherwiseprovidedbylaw,afull-timeemployeeprovidedtotheBoardpursuanttothissubsectionshallnotsharewithemployeesoftheAuthorityinformationaboutresearchperformedforaBoardmember,unlesstheBoardmemberauthorizesthesharingofinformation.
“Sec.11b,Reformactivities.“(a)Within15daysaftertheendofeachcalendarquarter,theExecutiveDirectorshall,
aftersubmissiontotheStabilizationandReformBoardandtheCity-WideResidentAdvisoryBoard,submitareporttotheMayorandtheCouncilthatdescribestheprogressoftheAuthority
in:
“(1)Addressingand remediatingthe issuesidentifiedby theUnitedStates
DepartmentofHousingandUrbanDevelopmentinits2022assessmentoftheAuthority(“HUD
DCO001 Assessment”);
“(2)Developingandimplementingaplantoexpeditetheleasingofdwellingunits
owned,operated,ormanagedbytheAuthority;
“(3)IdentifyingindividualdwellingunitswithinHousingPropertiesofthe
Authoritythatareinasubstandardconditionandimprovingtheconditionofsuchunitstoastate
ofgoodrepair;
“(4)Developingandimplementingaplanforthemaintenance,inanongoingstate
ofgoodrepair,ofHousingPropertiesoftheAuthorityandindividualdwellingsunitswithin
thoseHousingProperties;
“(5)ImprovingthemanagementofthewaitlistfordwellingunitswithinHousing
PropertiesoftheAuthority;
“(6)(A)Reviewinganddevelopingrecommendationsforimprovementsofthe
Authority's:
Capitaland operatingbudgets;
')Capitalandoperatingexpenditures;
i)Accountingandfiscalmanagementsystems,controls,and
procedures;and “(iv)Contractingandprocurementsystems,controls,andprocedures.

“(B)RequirementsofthisparagrapharesubjecttoreviewbytheChief
FinancialOfficermeasuredagainstindustryandgovernmentstandardsandbestpractices;and
“(7)Meetingthetrainingrequirementsestablishedbysections12(h)and14(d).
“(b)Inadditiontotherequirementsofsubsection(a)ofthissection,theExecutive
DirectorshallsubmittotheCouncilany updatedpolicies,procedures,and reportsprovidedtothe
UnitedStatesDepartment of Housing and Urban Development asoutlinedintheAuthority's
“Response totheU.S.Departmentof Housing and Urban Development'sMarch 2022 On-Site
Assessment Report,”publishedon November 29, 2022.Such policies,proceduresand reports
shallbe submittedno laterthan48 hoursaftersubmissiontotheUnited StatesDepartmentof
HousingandUrbanDevelopment.
“(c)The Stabilizationand Reform Board shall:
“(1)ReviewtheprogressoftheAuthorityinaddressingthefindingsand
recommendations intheHUD DC001 Assessment each month;
“(2)Reserved.
“(3)Atleastonceaquarter,invitetheCity-WideResidentAdvisoryBoardto
reporttotheBoard on any topicsof interestor concerns,and respondtotheconcernsof theCity-
Wide ResidentAdvisoryBoard inwriting,no laterthan45 days followingthequarterlymeeting:

“(4)Reserved.
*(d)IfrequestedbytheCouncil,aquorumofmembersoftheStabilizationandReform
BoardshallattendaCounciloversighthearingontheAuthorityandprovidetestimony.
“(e)A quorumof membersofthe Stabilizationand Reform Board shallbe presentateach
listeningsessionheldpursuanttosubsection(c)(2)ofthissection.
“Sec.I1c.City-Wide ResidentAdvisoryBoard.
“(a)The Authorityshallestablishandimplementa comprehensivetrainingprogramfor
membersof the City-WideResidentAdvisory Board withthegoalof enablingtenantmembers to
participatefullyintheoversightofthehousingauthority’soperationandcapitalplanning,The
Authorityshalldevelopthetrainingprograminconsultationwithpublichousingresidentsand
publichousingindustryprofessionalorganizations.
“(b)(1)TheCity-WideResidentAdvisoryBoardshallbeprovidedaccesstotrainings
referencedinsection12(h)(1)and(2).
“(2)Additionally,theAuthorityshallprovidetrainingon relevantfederaland
Districtlaws,leadershipdevelopment,communication,andnegotiations.
“(c)TheAuthorityshallprovideacopyofresolutionsontheagendaforconsiderationby
theStabilizationand Reform Board to theCity-WideResidentAdvisoryBoard atleast24 hours
priortothescheduleddateand time of theStabilizationand Reform Board meeting atwhich the
resolutionwillbe considered.
“(d)TheAuthorityshallseekandconsidertheinputoftheCity-WideResidentAdvisory
Boardwhenapolicyorprogramchangeaffectsresidents.”.
