Toamend,onatemporarybasis,theDistrictofColumbiaHousingAuthorityActof1999toestablishatemporaryStabilizationandReformBoardtogoverntheDistrictofColumbiaHousingAuthorityandtorequirethattheBoardandtheExecutiveDirectoroftheDistrictofColumbiaHousingAuthoritytakespecificactionstoreformandrevitalizetheoperationsoftheDistrictofColumbiaHousingAuthority.

Sec.2.TheDistrictofColumbiaHousingAuthorityActof1999,effectiveMay9,2000(D.C. Law 13-105;D.C. OfficialCode § 6-201 etseq.),isamended as follows:
(a)Section2(D.C.OfficialCode§6-201)isamendedasfollows:(1)Paragraph(6)isamendedbystrikingthephrase“BoardofCommissioners”andinsertingthephrase“StabilizationandReformBoard”initsplace.(2)Paragraph(12)isrepealed.(3)A newparagraph(17) isaddedtoreadasfollows:

“(b)(1)Exceptasprovidedinparagraph(2)ofthissubsectionandsubsections(c)and
(H(A)ofthissection,eachmemberoftheStabilizationandReformBoardshallbeappointedby
theMayor,withtheadviceandconsentoftheCouncilpursuanttosection2(e)ofthe
ConfirmationActof1978,effectiveMarch3,1979(D.C.Law2-142;D.C.OfficialCode§1-
523.01(@)).
“(2)TheDirectoroftheDistrict’sOfficeofBudgetandPerformance
ManagementandtheChief FinancialOfficer,ortheChiefFinancialOfficer'sdesignee,shall
serveasmembersoftheStabilizationandReformBoardbyvirtueoftheirincumbencyinthe
positionofDirectorof theDistrict'sOfficeofBudgetand PerformanceManagement andChief
FinancialOfficerorbeinganemployeeoftheOfficeoftheChiefFinancialOfficer.
“(c)Notwithstandingsubsection(b)ofthissection,theMayormayappointthefollowing
individualstotheStabilizationandReformBoardwithouttheadviceandconsentoftheCouncil
pursuanttosection2(e)oftheConfirmationActof1978,effectiveMarch3,1979(D.C.Law2-
142;D.C.OfficialCode§1-523.01(e)):
“(1)RaymondA.Skinner,tofilltheBoardseatdescribedinsubsection(a)(1)(A)
ofthissectionandtoserveaschairpersonoftheStabilizationandReformBoard;

(a)(1)(A)through(I)ofthissectionshalleachserveforonetermof2 yearsoruntiltheBoard
sunsets;provided,thateachsuchmembermaycontinuetoserveuntilasuccessorboardassumes
theresponsibilitiesofthe Stabilizationand Reform Board;providedfurther,thatintheeventofa
vacancyintheseatofsuchamemberoftheBoard,theMayormayappointamember,pursuant
tosubsection(b)(1)of thissection,toservetheremainderof theunexpiredterm or untila
successorboard assumes theresponsibilitiesof theStabilizationand Reform Board.
“(e)UponavacancyinthepositionofchairpersonoftheStabilizationandReform
Board,theMayorshalldesignateachairpersonfromamongthemembersoftheStabilizationand
ReformBoardreferredtoinsubsection(a)(1)(A)through(I)ofthissection.
“(f)(1)UponavacancyofanyseatoftheStabilizationandReformBoard,theMayor
shallnominateareplacementwhomeetsthequalificationsofthevacantseatpursuantto
subsection(a)(1)ofthissection;provided,thatthisshallnotapplytotheseatestablishedby
subsection(a)(1)(A)ofthissection,Iftheseatestablishedbysubsection(a)(1)(A)ofthissection
becomesvacant,theCouncilshallappointasuccessor.
“(2)A MayoralnominationshallbesubmittedtotheCouncilpursuantto
subsection(b)(1)ofthissection.
“(g)(1)TheStabilizationandReformBoardshallmeetatleast10timesperyear.All
meetingsoftheStabilizationandReformBoardshallbeopentothepublic,exceptasmay
otherwisebe authorizedby theOpen MeetingsAct,effectiveMarch 31,2011 (D.C.Law 18-350;
D.C.OfficialCode§2-571etseq.).
“(2)AllregularmeetingsoftheBoardmustbepublicizedthroughanotice,
publishedintheDistrictofColumbiaRegisteroneweekpriortothemeetingthatcontainsthe
date,time,and locationof themeeting.
“(3)Eachregularmeetingshallprovideforaperiodofpubliccomments,which
shallnotbe limitedintime,exceptthatthetime allowedforeach individualspeakermay be
reasonablylimited.

“(f)Forthepurposesoftakinganyofficialaction,aquorumoftheStabilizationand
Reform Board shallconsistof5 members.
“(i)The Stabilizationand Reform Board establishedby thissectionshallassume
authorityfrom theBoard of Commissioners establishedby section12,and theBoard of
Commissioners shallbe dissolved,upon theswearinginof atleast5 members of the
StabilizationandReform Board.
“(j)The AuthorityshallprovidetotheStabilizationand Reform Board atleast2 full-time
employeeswhoarequalifiedtoprovidelegalandpolicyresearchasrequestedbymembersofthe
Board.Exceptasotherwiseprovidedbylaw,afull-timeemployeeprovidedtotheBoard
pursuanttothissubsectionshallnot sharewithemployees of theAuthorityinformationabout
researchperformedfora Board member, unlesstheBoard member authorizesthesharingof
information.
“Sec.11b.Reform activities.
“(a)Within 15 days aftertheend of each calendarquarter,theExecutiveDirectorshall,
aftersubmissiontotheStabilizationand Reform Board and theCity-Wide ResidentAdvisory
Board,submitareporttotheMayorandtheCouncilthatdescribestheprogressoftheAuthority
in:
“(1)AddressingandremediatingtheissuesidentifiedbytheUnitedStates
Departmentof Housing and Urban Development inits2022 assessmentofthe Authority(“HUD
DCO001 Assessment”);
“(2)Developingandimplementingaplantoexpeditetheleasingof dwellingunits
owned,operated,ormanagedbytheAuthority;
“(3)IdentifyingindividualdwellingunitswithinHousingPropertiesofthe
Authoritythatareina substandardconditionand improvingtheconditionof such unitstoa state
of goodrepair;
“(4)Developingandimplementingaplanforthemaintenance,inanongoingstate
of good repair,of Housing Propertiesof theAuthorityand individualdwellingsunitswithin
thoseHousingProperties:
“(5)ImprovingthemanagementofthewaitlistfordwellingunitswithinHousing
PropertiesoftheAuthority;
“(6)(A)Reviewinganddevelopingrecommendationsforimprovementsofthe
Authority’s:
“(i)Capitalandoperatingbudgets;
“(ii)Capitalandoperatingexpenditures;
“(iii)Accountingandfiscalmanagementsystems,controls;and
procedures;and “(iv)Contractingandprocurementsystems,controls,and
procedures.

“(B)RequirementsofthisparagrapharesubjecttoreviewbytheChief
FinancialOfficermeasuredagainstindustryandgovernmentstandardsandbestpractices;and
“(7)Meetingthetrainingrequirementsestablishedbysections12(h)and14(d).
“(b)Inadditiontotherequirementsof subsection(a)of thissection,theExecutive
DirectorshallsubmittotheCouncilanyupdatedpolicies,procedures,andreportsprovidedtothe
UnitedStatesDepartmentofHousingandUrbanDevelopmentasoutlinedintheAuthority's
“ResponsetotheU.S.DepartmentofHousingandUrbanDevelopment’sMarch2022On-Site
AssessmentReport,”publishedonNovember29,2022.Suchpolicies,proceduresandreports
shallbe submittedno laterthan48 hoursaftersubmissiontotheUnitedStatesDepartment of
HousingandUrbanDevelopment.
“(c)TheStabilizationandReformBoardshall:
“(1)ReviewtheprogressoftheAuthorityinaddressingthefindingsand
recommendationsintheHUD DC001 Assessment each month;
(2)Reserved.
“G)Atleastonceaquarter,invitetheCity-WideResidentAdvisoryBoardto
reporttotheBoard on any topicsof interestor concerns,and respondto theconcernsof theCity-
WideResidentAdvisoryBoardinwriting,nolaterthan45daysfollowingthequarterlymeeting;and “(4)Reserved.“(@)IfrequestedbytheCouncil,aquorumofmembersoftheStabilizationandReformBoardshallattendaCounciloversighthearingontheAuthorityandprovidetestimony.“(e)A quorumofmembersoftheStabilizationandReformBoardshallbepresentateach
listeningsessionheldpursuanttosubsection(¢)(2)ofthissection.“Sec.1c.City-WideResidentAdvisoryBoard.“(a)TheAuthorityshallestablishandimplementacomprehensivetrainingprogramfor
membersoftheCity-WideResidentAdvisoryBoardwiththegoalofenablingtenantmemberstoparticipatefullyintheoversightofthehousingauthority’soperationandcapitalplanning.The‘Authorityshalldevelopthetrainingprograminconsultationwithpublichousingresidentsand
publichousingindustryprofessionalorganizations.““(b)(1)TheCity-WideResidentAdvisoryBoardshallbeprovidedaccesstotrainingsreferencedinsection12(h)(1)and(2).“(2)Additionally,theAuthorityshallprovidetrainingonrelevantfederalandDistrictlaws,leadershipdevelopment,communication,andnegotiations.“(c)TheAuthorityshallprovideacopyofresolutionsontheagendaforconsiderationbytheStabilizationandReformBoardtotheCity-WideResidentAdvisoryBoardatleast24hourspriortothescheduleddateandtimeoftheStabilizationandReformBoardmeetingatwhichthe
resolutionwillbeconsidered.“(@)TheAuthorityshallseekandconsidertheinputoftheCity-WideResidentAdvisory
Boardwhenapolicyorprogramchangeaffectsresidents.”
