‘Toamend,onatemporarybasis,section25-113oftheDistrictofColumbiaOfficialCodetocontinuetheextensionoftheStreateryProgramendorsementsthroughDecember31,2025,andtoclarifyendorsementdeadlinesforcertainclassesoflicensees;andtoamendtheLegalizationofMarijuanaforMedicalTreatmentInitiativeof1999tomakeaclarifyingamendment.

BEIT ENACTED BY THE COUNCIL OF THE DISTRICTOF COLUMBIA, Thatthis
actmaybecitedasthe“StreateryProgramEndorsementExtensionandMedicalCannabisClarificationTemporary Amendment Act of 2025”.
Sec.2.Section25-113(a)(6)oftheDistrictofColumbiaCodeisamendedasfollows:
(a)Strikethephrase“2022and2023”whereveritappearsandinsertthephrase“2022,2023,2024,andthroughDecember31,2025”initsplace.
(b)Subparagraph(A)(i)(II)isamendedbystrikingthesemicolonandinsertingthephrase“annuallywiththefeefor2025duebyApril1,2025;except,thatanon-premisesretailerlicensee,classC/T,D/T,C/N,orD/N,oramanufacturerlicenseeclassB,shallpaythefeefor2025bySeptember30,2025;”initsplace.
Sec.3.Section7(q)(1)oftheLegalizationofMarijuanaforMedicalTreatmentInitiativeof1999,effectiveJuly27,2010(D.C.Law18-210;D.C.OfficialCode§7-1671.06(q)(1)),isamendedtoreadasfollows:
“(q)(1)(A)A retailerorinternetretailershailnotlocatewithinanyresidentialdistrictorwithin400feetofapreschool,primaryorsecondaryschool,orrecreationcenter;except,thatalicenseholderoranapplicantwhohasappliedpriortotheeffectivedateoftheMedicalCannabisClarificationandProgramEnforcementAmendmentActof2024,effectiveDecember17,2024(D.C.Law25-255;71DCR 13505),shallnotbepermittedtolocatewithin300feetofapreschool,primaryorsecondaryschool,orrecreationcenter.

effectiveMarch7,2025(D.C.Law25-294;72DCR 3105),isrepealed.

statementrequiredbysection4aoftheGeneralLegislativeProceduresActof1975,approvedOctober16,2006(120Stat.2038;D.C.OfficialCode§ 1-301.47a).
Sec.6.Effectivedate.
(a)ThisactshalltakeeffectfollowingapprovalbytheMayor(orintheeventofvetoby
theMayor,actionbytheCounciltooverridetheveto)anda30-dayperiodofcongressional
reviewasprovidedinsection602(c)(1)oftheDistrictofColumbiaHomeRuleAct,approvedDecember24,1973(87Stat.813;D.C.OfficialCode§1-206.02(c)(1).
(b)Thisactshallexpireafter225daysofitshavingtakeneffect.
