‘Toamend,onatemporarybasis,theVolunteersServicesActof1977toclarifythattheAttorneyGeneralfortheDistrictofColumbiahastheauthoritytopromulgateregulationsgoverningtheAttorneyGeneral’suseofvolunteers;andtoamendtheJuvenileCurfewActof1995toauthorizetheMayortoextendthejuvenilecurfewhoursintheDistrictwhenappropriate
toprotectpublicsafetyorpublicorprivateproperty,toauthorizetheChiefofPolicetoestablishextendedjuvenilecurfewhourzonesinspecifiedcircumstances,tostartthejuvenilecurfewhoursat11p.m.everydayinSeptember,October,andNovember2025,andtoextendtheapplicabilityofthejuvenilecurfewto17-yearolds.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
actmay be citedas the“VolunteerServicesClarificationTemporary Amendment Act of 2025”.
Sec. 2. Section3of the VolunteersServicesAct of 1977,effectiveJune 28, 1977 (D.C.
Law 2-12;D.C, OfficialCode § 1-319.02),isamended by strikingthephrase“DistrictofColumbia
Board of Education”and insertingthephrase“Districtof Columbia Board of Education,Attorney
General fortheDistrictof Columbia,”in itsplace.
Sec.3.TheJuvenileCurfewActof1995,effectiveSeptember20,1995(D.C.Law11-48;D.C.OfficialCode§2-1541etseq.),isamendedasfollows:
(a)Section3(D.C.OfficialCode§2-1542)isamendedasfollows:
(1)Paragraph(1)isamendedtoreadasfollows:
“()“ChiefofPolice”meanstheChiefoftheMetropolitanPoliceDepartment.”,
(2)A newparagraph(LA)isaddedtoreadasfollows:
“(1A)“Curfewhours”means:
“(A)DuringeverymonthexceptJulyandAugust:
“()From11:00p.m.oneverySunday,Monday,Tuesday,Wednesday,andThursday,until6:00a.m.onthefollowingday;and

“Gi)From 12:01a.m.until6:00a.m.on everySaturdayand
Sunday;
“(B)DuringthemonthsofJulyandAugust,from12:01a.m.until6:00
am.everyday;
“(C)Notwithstandingsubparagraphs(A)and(B)ofthisparagraph,during
themonthsof September,October,and November 2025, from 11:00p.m. on everyday until6:00
‘a.m.onthefollowingday;
“(D)ExtendedcurfewhoursestablishedbytheMayorpursuanttosection
3a;and
“(E)Extended curfew hoursinextendedjuvenilecurfewzones established
by theChiefof Police pursuantto section3b.”.
(3)Paragraph(5)isamendedbystrikingthephrase“undertheageof17years”
and insertingthephrase“under theage of 18 years”initsplace.
(4)A newparagraph(6A)isaddedtoreadasfollows:
“(6A)“Noticeofviolationofcurfew”meansaverbalwarning,authorizedbyan
officialthatinformsa groupsof juvenilesthattheyareviolatingthetermsof a curfew,thatthey
maybearrestediftheycontinuetoviolatethecurfew,andidentifiesreasonablestepsthattheycan taketoleavetheareato avoidarrest.”.
(b)New sections3a and 3b areadded toreadas follows:
“Sec.3a.Temporary extensionsofjuvenile curfew hours.
“(a)TheMayormay,byissuanceof anadministrativeorderpursuanttosection422(11)
of theDistrictofColumbia Home Rule Act,effectiveDecember 24, 1973 (87 Stat.790;D.C.
OfficialCode§1-204,22(11),extendthejuvenilecurfewhoursintheDistrict,oranypartofthe
District,beyond thehoursestablishedinsection3(1A)(A),(B),and (C),if theMayor determines
thatsuch an extensionisappropriatetoprotectpublicsafetyor publicorprivateproperty.
“(b)An administrativeorderissuedbytheMayorundersubsection(a)ofthissection
shall:
“(1)Statethebasisfortheextensionofthejuvenilecurfewhours;
“(2)StatethelocationsintheDistrictwhere theextendedjuvenilecurfew hours
shallapplyorstatethattheextendedjuvenilecurfewhoursshallapplythroughouttheDistrict;
and
“(3)Statethedaysandhoursduringwhichtheextendedjuvenilecurfewhours
shallbe ineffect;provided,thattheextendedjuvenilecurfew hours:
“(A)Shallnotbeginearlierthan8:00p.m.,norextendpast6:00a.m.,on
any day;
“(B) Shallnotremain ineffectformore than4 consecutivedays,exceptas
providedinsubsection(e)ofthissection;and
“(C)Shallnotapplytogroupsof8 orfewerindividuals.

“(¢)Exceptwhereemergencycircumstances,asdeterminedbytheMayoranddescribed
intheadministrativeorderissuedunder subsection(a)of thissection,warrantotherwise,
extended juvenilecurfew hours imposed underthissectionshallnottakeeffectuntilatleast24
hoursaftertheissuanceof theadministrativeorder.
“(d)Noticeof the issuanceof each administrativeorderissuedunderthissectionshallbe
promptlypostedon themain websiteof theDistrictgovernmentandon thewebsiteofthe
MetropolitanPoliceDepartment.
“(e)The Mayor may extendthetimeperiodduringwhich extendedjuvenile curfew hours
imposedbythissectionshallremainineffectbyissuingsubsequentMayor'sordersextending
thetimeperiod;provided,thateach such extensionof thetimeperiodshallnot exceed 30 days.
“(®)Ifmembers of theMetropolitanPoliceDepartmentdiscover juvenilesinthe
designatedextendedjuvenilecurfew hours zone duringthehoursof curfew,theMetropolitan
PoliceDepartmentshall:
“(1)Wherethere:
“(A)Isnotanimminentdangerofbodilyinjuryofsignificantdamageto
property,issueatleast2clearlyaudibleandunderstandablenoticesofviolationofcurfew;or
“(B)Isimminentdangerofbodilyinjuryorsignificantdamageto
property,issueatleastoneclearlyaudibleandunderstandablenoticeofviolationofcurfew;
“(2)Provide juvenilesa reasonableand adequatetime todisperse;and
“(3)Captureonbody-worncameraeachcomponentoftheordertoreturnhome
describedinparagraph(1)ofthissubsection,
“Sec.3b.Temporarydesignationsofextendedjuvenilecurfewhourzones.
“(a)The Chiefof Police may designateany areaofthe Districtas an extendedjuvenile
curfew hourszone,in which extendedjuvenilecurfew hoursdeterminedby theChiefof Police
shallapply,iftheChiefofPolicedeterminesthatthedesignationoftheextendedjuvenilecurfew
hours zone isappropriatetoprotectpublicsafetyorpublicor privatepropertyintheextended
juvenilecurfewhourszone.
“(b)To designatean extendedjuvenilecurfew hourszone,theChiefof Policeshallissue
an orderthatincludes:
“(1)The basisforthedesignationof the extendedjuvenilecurfew hourszone;
“(2)The boundariesof theextendedjuvenilecurfew hourszone;and
“(3)The days and hours oftheextendedjuvenilecurfew hoursintheextended
juvenilecurfew hours zone;provided,thattheextendedjuvenile curfew hours intheextended
juvenilecurfewhourszone:
“(A) Shallnotbegin earlierthan8:00p.m.,nor extendpast6:00a.m.,on
anyday;
“(B)Shallnotremainineffectformorethan4consecutivedays,exceptasprovidedinsubsection(e)ofthissection;and
“(C)Shallnotapplytogroupsof8orfewerindividuals.

“(c)Indeterminingwhethertodesignateanextendedjuvenilecurfewhourszone,the
Chiefof Policeshallconsiderthefollowing:
“(1)Withinthepreceding30days,theoccurrenceof:
“(A)Juvenilecurfewviolationsintheproposedextendedjuvenilecurfew
hourszone;
“(B)Policereportsofdisturbancesofthepublicpeacedescribedinsection
1 of An Act To conferconcurrentjurisdictionon thepolicecourtof theDistrictof Columbia in
certaincases,approvedJuly16,1912(37Stat.192;D.C.OfficialCode§22-1301),sections6,3,
9,or16ofAn actforthepreservationofthepublicpeaceandtheprotectionofpropertywithin
theDistrictof Columbia, approvedJuly29, 1892 (27 Stat.323; D.C. OfficialCode §§ 22-1307,
22-1309,22-1312,or22-1318),section211ofthe Districtof Columbia Law EnforcementAct of
1953,approvedJune29,1953(67Stat.98;D.C.OfficialCode§22-1321),orsection901ofAn
Act relatingtocrime and criminalprocedureintheDistrictof Columbia,approved December27,
1967 (81 Stat.742;D.C. OfficialCode § 22-1322),intheproposedextendedjuvenilecurfew
hourszone;
“(C)Policereportsofdangerouscrimes,asthattermisdefinedinD.C.
OfficialCode § 23-1331(3),intheproposed extendedjuvenilecurfew hourszone;
“(D) Policereportsof crimesof violence,as thatterm isdefinedinD.C.
OfficialCode§23-1331(4),intheproposedextendedjuvenilecurfewhourszone;or
“(E)Policereportsofdestructionofordamagetopublicorprivate
propertyintheproposedextendedjuvenilecurfewhourszone;
“(2)Intelligenceor verifiableinformationindicativeofan intentof9 or more
juvenilesto gatherintheproposedextendedjuvenilecurfew hourszone insuch a manner thatis
likelytoresultinsubstantialharmtothepublicsafety,orthesafetyofthosegathering,or
substantialdamagetopublicorprivateproperty;and
“(3)AnyotherverifiableinformationfromwhichtheChiefofPolicemay
ascertainthatpublicsafetyor publicor privatepropertyintheproposedextendedjuvenile
curfewhourszoneislikelytobeendangeredbythepresenceofunaccompaniedjuvenilesinthe
extendedjuvenilecurfew hourszones.
“(d)Upon thedesignationof an extendedjuvenilecurfew hourszone theChiefof Police
shal!postnoticeof thedesignationon thewebsiteof theMetropolitanPoliceDepartment and
shailpostsignsintheimmediateareaoftheextendedjuvenilecurfewhourszone,
“(e)The ChiefofPolicemay extendthedurationofthedesignationofan extended
juvenilecurfewhourszoneto30daysbyissuingasubsequentorderextendingthedurationof
thedesignation.
“(6IfmembersoftheMetropolitanPoliceDepartmentdiscoverjuvenilesinthe
designatedextendedjuvenilecurfewzoneduringthehoursofcurfew,theMetropolitanPolice
Departmentshall:
“(1)Wherethere:

“(A)Isnotanimminentdangerofbodilyinjuryorsignificantdamagetoproperty,issueatleast2clearlyaudibleandunderstandablenoticesofviolationofcurfew;or
“(B)Isimminentdangerofbodilyinjuryorsignificantdamagetoproperty,issueatleastoneclearlyaudibleandunderstandablenoticeofviolationofcurfew;
“(2)Providejuvenilesareasonableandadequatetimetodisperse;and
“(3)Captureonbody-worncameraeachcomponentoftheordertoreturnhomedescribedinparagraph(1)ofthissubsection.
“(g)(1)AnAdvisoryNeighborhoodCommission,businessimprovementdistrict,orMainStreetorganizationmaypetitiontheChiefofPolicetoestablishanextendedjuvenilecurfewhourszoneinanareacoveredby,oradjacenttotheareacoveredby,suchentity.SuchpetitionshallbeapprovedbyaformalvoteofthemembersoftheAdvisoryNeighborhoodCommission,themembersoftheboardofthebusinessimprovementdistrict,orthemembersoftheboardoftheMainStreetorganization.
“@)A petitionsubmittedpursuanttothissubsectionshallincludethefollowinginformation:
“(A)Theproposedboundariesoftheextendedjuvenilecurfewhourszone;
“(B)Theproposedhoursoftheextendedjuvenilecurfew;
“(C)Theproposedduration,indays,oftheproposedextendedjuvenilecurfewhours;
“(D)ThereasonswhytheAdvisoryNeighborhoodCommission,business
improvement district,or Main Streetorganizationisrequestingthedesignationof an extended
juvenilecurfewhourszone;and
“(B)SuchotherinformationastheChiefofPolicemayrequire.
“(3)Considerationofa petitionsubmittedunderthissection,andthe
determinationofwhether todesignatean extendedjuvenilecurfew hours zone inresponsetothe
petition,shallbe atthesolediscretionof theChiefof Police.”.
