Medical Cannabis Conditional Licensure Extension Temporary Amendment Act of 2025

This law temporarily extends the maximum length of conditional licenses for medical cannabis businesses in Washington, D.C., from two years to three years.

What This Bill Does

  • Changes the rule so new conditional licenses can last up to 3 years instead of just 2 years.
  • Updates rules so that existing one-year licenses automatically become 3-year licenses without extra cost or approval.
  • Adjusts deadlines for businesses to finish requirements before their license term ends, rather than after exactly 2 years.

Who It Names or Affects

  • Medical cannabis cultivation centers
  • Retailers and internet retailers selling medical cannabis
  • Manufacturers of medical cannabis products
  • Couriers for medical cannabis
  • Testing laboratories for medical cannabis

Terms To Know

Conditional license
A temporary permit that allows a business to operate while it meets specific requirements before getting a full, permanent license.
ABC Board
The board mentioned in the law that approves these licenses and whose approval is no longer needed for certain automatic conversions.

Limits and Unknowns

  • This law expires automatically after 225 days from when it takes effect.
  • The specific start date depends on Mayor approval and a required 30-day review period by Congress, even though the act applies as of June 28, 2025.
