Plain English Breakdown

The official text states the act remains in effect for no longer than 90 days due to emergency status and congressional review requirements.

Peace DC Omnibus Congressional Review Emergency Amendment Act of 2025

This emergency law updates rules for police training credits, warrantless arrests, public transit fines, record sealing eligibility, and pretrial detention deadlines.

What This Bill Does

  • Allows new Metropolitan Police Department recruits to count up to 20 hours from their initial training toward the required 60 college credit hours if an agreement exists with a university.
  • Updates rules for warrantless arrests by changing theft value limits and adding unauthorized disposal of hazardous or medical waste as offenses allowing arrest without a warrant.
  • Moves fare evasion cases on public buses to be handled under civil infraction rules instead of criminal court procedures.
  • Clarifies that certain offenses eligible in the future for automatic sealing are currently eligible for sealing by motion until October 1, 2027.
  • Extends deadlines for pretrial detention provisions and changes report submission dates for the Criminal Justice Coordination Council.

Who It Names or Affects

  • Applicants seeking to become sworn officers with the Metropolitan Police Department
  • People arrested or cited for theft, waste disposal violations, driving under influence, or fare evasion
  • The Criminal Justice Coordination Council and agencies handling pretrial detention cases

Terms To Know

Warrantless arrest
When police can take someone into custody without first getting a court order.
Sealing records
A legal process that hides criminal history from public view so it does not appear on background checks.
Civil infraction
A minor violation handled through administrative hearings rather than the criminal justice system.

Limits and Unknowns

  • This law is an emergency measure and will expire after 90 days unless Congress reviews it.
  • Some changes regarding record sealing motions apply retroactively to cases filed between March 1, 2025, and July 14, 2025.
