Temporary Changes to Police Complaint Rules and Youth Victim Protections

This temporary law increases the size of the Police Complaints Board, allows its Executive Director to file their own complaints about police misconduct including failure to intervene or report, and clarifies that certain legal protections apply only to victims under age 18.

What This Bill Does

  • Increases the number of members on the Police Complaints Board from five to nine people.
  • Requires one board member from each Ward in D.C. plus one at-large member, with no new members allowed to be affiliated with law enforcement after current terms end.
  • Allows the Executive Director of the Office of Citizen Complaint Review to file their own complaint if they find evidence of police abuse or misuse of power not mentioned by a citizen complainant.
  • Defines specific failures as grounds for these complaints, such as an officer failing to stop excessive force used by another officer or failing to report rule violations.
  • Clarifies that certain legal provisions regarding victims only apply when the victim is under 18 years old.

Who It Names or Affects

  • The Police Complaints Board and its members
  • The Executive Director of the Office of Citizen Complaint Review
  • Metropolitan Police Department (MPD) officers
  • Victims who are under the age of 18
