ColumbiaOfficialCodetocontinuetheextensionoftheStreateryProgramendorsementsthroughDecember31,2025,andtoclarifyendorsementdeadlinesforcertainclassesoflicensees;andtoamendtheLegalizationofMarijuanaforMedicalTreatmentInitiativeof
1999tomakeaclarifyingamendment.
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
actmaybecitedasthe“StreateryProgramEndorsementExtensionandMedicalCannabisClarificationCongressionalReviewEmergencyAmendmentActof2025”.
Sec,2.Section25-113(a)(6)oftheDistrictofColumbiaCodeisamendedasfollows:
(2)Strikethephrase“2022and2023”whereveritappearsandinsertthephrase“2022,2023,2024,andthroughDecember31,2025”initsplace.
(b)Subparagraph(A)(i)(II)isamendedbystrikingthesemicolonandinsertingthephrase“annuallywiththefeefor2025duebyApril1,2025;except,thatanon-premisesretailer
licensee,classC/T,D/T,C/N,orD/N,oramanufacturerlicenseeclassB,shallpaythefeefor2025bySeptember30,2025;”initsplace.
Sec.3.Section7(g)(1)oftheLegalizationofMarijuanaforMedicalTreatmentInitiativeof1999,effectiveJuly27,2010(D.C.Law18-210;D.C.OfficialCode§7-1671.06(q)(1)),is
amendedtoreadasfollows:
“(q)(1)(A)A retaileror internetretailershallnot locatewithin any residentialdistrictor
within400feetofapreschool,primaryorsecondaryschool,orrecreationcenter;except,thatalicenseholderoranapplicantwhohasappliedpriortotheeffectivedateoftheMedicalCannabisClarificationandProgramEnforcementAmendmentActof2024,effectiveDecember17,2024(D.C.Law25-255;71DCR 13505),shallnotbepermittedtolocatewithin300feetofa
preschool,primaryorsecondaryschool,orrecreationcenter.
“(B)Notwithstandingsubparagraph(A)ofthisparagraph,anunlicensed
establishmentlicenseholderorapplicantthatappliedforaretailerorinternetretailerlicense

duringthe90-calendardayopenapplicationperiodsetforthinsection7a(a)(1)shallbepermittedtolocatewithin300feetofapreschool,primaryorsecondaryschool,orrecreationcenterwherethemainentrancetothepreschool,primaryschoolorsecondaryschool,orrecreationcenteris
actuallyonoroccupiesgroundzonedcommercialorindustrialaccordingtotheofficialatlasesoftheZoningCommissionoftheDistrictofColumbia.”.
