BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this.
actmaybecitedasthe“SafePregnancy,Delivery,andPostpartumCareforYouthatDYRSAmendmentActof2026”,
Sec.2.SubtitleAofTitle Iof theDepartment of Youth RehabilitationServices
EstablishmentActof2004,effectiveApril12,2005(D.C.Law 15-335;D.C.OfficialCode§2-
1515.01efseq.),isamendedbyaddinganewsection105btoreadasfollows:
“Sec,105b.Safeandsupportedpregnancyanddeliveryfordetainedyouth.
“(a)Uponadmissiontoafacilityunderitscontrolandadditionallywhenrequiredasa
baselineassessmentforprescriptionofarecommendedmedicationbyaphysician,the
Departmentshallmake a pregnancytestavailabletoallyouthwho may become pregnant.
“(b)Uponconfirmationofa detainedyouth’spregnancy,theDepartmentshalladvisethe
youthorallyorinwritingofthestandardsandpoliciesgoverningpregnantyouthinthe
Department’scare.
“(c)TheDepartmentshallensurethatpregnantyouthinitscarereceiveconfidential,
appropriate,timely,culturallyresponsive,andcomprehensivehealthcare,evaluation,and
treatmentfrom maternalhealthcareproviderslicensedintheDistrict,including:
“(1)Healthcareforconditionsthatemergeduringpregnancyorpostpartum,
includingcontactwithamaternalcareproviderwithinthefirst3weekspostpartum,followedby
ongoingcareasneeded,andconcludingwithacomprehensivepostpartumvisitnolaterthan12
weeks afterbirth;
“(2)Specializedpregnancyorpostpartumhealthcare,ifnecessary,whichmaybe
referredto externalhealthcareproviders,inaccordancewithTitleIIof the Limitationson the
UseofRestraintsAmendment Actof 2014, effectiveJuly25,2015 (D.C.Law 20-280;D.C.
OfficialCode24-276.01etseq.);

recommendedduringpregnancyandpostpartum”.

impactstatementrequiredby section4a of theGeneralLegislativeProceduresAct of 1975,
