To amend Chapter 28 of Title 47 of the District of Columbia Official Code to establish 9
licensing standards and certification requirements for glazier and glazing contractors, and to add 10
2 members representing glaziers and glazing contractors to the Board of Industrial Trades. 11

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 13
act may be cited as the “Glazier Licensing Standards and Certification Act of 2026”. 14
Sec. 2. Subchapter I-B of Chapter 28 of Title 47 of the District of Columbia Official 15
Code is amended as follows: 16
(a) The table of contents is amended by adding a new designation for part F-ii to read as 17
follows: 18
“Part F-ii. Glazier Licensing and Certification. 19
“§ 47-2853.100. Definitions. 20
“§ 47-2853.100a. Eligibility requirements; AGMT certification. 21
“§ 47-2853.100b. Representations and advertising. 22
“§ 47-2853.100c. Temporary license. 23
“§ 47-2853.100d. Fees; rules.”. 24
(b) Section 47-2853.04(a) is amended by adding new paragraphs (18A) and (18B) to read 25

“(18A) Glazier; 27
“(18B) Glazing contractor; 28
(c) Section 47-2853.06(d) is amended as follows: 29
(1) Strike the phrase “consisting of 15 members,” and insert the phrase 30
“consisting of 17 members,” in its place. 31
(2) Strike the phrase “and one shall be a consumer member” and insert the phrase 32
“one shall be a glazier licensed in the District, one shall be a glazing contractor licensed in the 33
District, and one shall be a consumer member.” in its place. 34
(3) Strike the phrase “The Board of Industrial Trades shall regulate the practice of 35
plumbers, gasfitters, electricians, refrigeration and air conditioning mechanics, steam and other 36
operating engineers, asbestos workers, elevator mechanics, elevator inspectors, except for those 37
employed by the District of Columbia or by the Washington Metropolitan Area Transit 38
Authority, and elevator contractors.” and insert the phrase “The Board of Industrial Trades shall 39
regulate the practice of plumbers, gasfitters, electricians, refrigeration and air conditioning 40
mechanics, steam and other operating engineers, asbestos workers, elevator mechanics, elevator 41
inspectors not employed by the District of Columbia or by the Washington Metropolitan Area 42
Transit Authority, elevator contractors, glaziers, and glazing contractors.” in its place. 43
(c) A new part F-ii is added to read as follows: 44
“Part F-ii. Glazier Licensing and Certification. 45

“§ 47-2853.100. Definitions. 46
“For the purposes of this part, the term: 47
“(1) “Glazier” means any person who erects, constructs, installs, alters, services, 48
or repairs aluminum windows, curtain walls, interior glass partitions, glass handrails, aluminum 49
entrances, skylights, storefronts, and general architectural glass and metal installation. 50
“(2) “Glazing contractor” means a sole proprietor, firm, or corporation who, for 51
compensation, engages in erecting, constructing, installing, altering, servicing, and repairing 52
aluminum windows, curtain walls, interior glass partitions, glass handrails, aluminum entrances, 53
skylights, storefronts, and general architectural glass and metal installation. 54
“§ 47-2853.100a. Eligibility requirements. 55
“(a) The Board of Industrial Trades (“Board”) shall regulate and license glaziers and 56
glazing contractors to ensure that persons engaged in the occupation conform to applicable 57
national safety and performance standards.” 58
“(b)(1) An applicant for licensure as a glazing contractor shall establish to the satisfaction 59
of the Board that the applicant: 60
“(A) Has under their employ no less than 3 licensed or temporarily 61
licensed glaziers who perform the work described by the applicant in the application; 62
“(B) Has complied with the bonding and insurance requirements 63
established by rulemaking; and 64
“(C) Meets any other requirements established by the Mayor through 65

rulemaking. 66
“(2) Notwithstanding paragraph (1) of this subsection, until rules are promulgated 67
pursuant to paragraph (1)(C) of this subsection, the Board may issue a 2-year license to an 68
applicant who: 69
“(A) Has under their employ no less than 3 licensed or temporarily 70
licensed glaziers who perform the work described by the applicant in the application; and 71
“(B) Has complied with applicable bonding and insurance requirements 72
established by the Board. 73
“(c)(1) An applicant for licensure as a glazier shall establish to the satisfaction of the 74
Board that the applicant: 75
“(A) Has passed an examination on glazing that is acceptable to the Board; 76
or 77
“(B) Has a certificate of completion of an apprenticeship program for 78
glaziers that is registered with the Bureau of Apprenticeship Training, U.S. Department of Labor, 79
the District of Columbia Apprenticeship Council, or an equivalent state’s apprenticeship council; 80
or 81
“(C) Has comparable experience or a combination of education and 82
experience that the Board deems equivalent to the above; and 83
“(D) Meets any other requirements established by the Mayor through 84
rulemaking. 85

“(2) Notwithstanding paragraph (1) of this subsection, until rules are promulgated 86
pursuant to paragraph (1)(D) of this subsection, the Board may issue a 2-year license to an 87
applicant who: 88
“(A) Has a certificate of completion of an apprenticeship program for 89
Glazier registered with the Bureau of Apprenticeship Training, U.S. Department of Labor, the 90
District of Columbia Apprenticeship Council, or an equivalent state’s apprenticeship council; or 91
“(B) Has passed an examination on glazing acceptable to the Board. 92
“§ 47-2853.100b. Representations and advertising. 93
“(a) Unless licensed in accordance with this part, no person shall use the words or terms 94
“licensed glazier” or any words to imply that the person is licensed to perform the services of a 95
glazier in the District. 96
“§ 47-2853.100c. Temporary license. 97
“(a) Notwithstanding § 47-2853.100a, in the event of emergency circumstances, the 98
Board may, pursuant to rule, issue a temporary license for a period not to exceed 30 days. 99
“§ 47-2853.100d. Rules. 100
“(a)(1) No later than 365 days after the effective date of this part, the Mayor, pursuant to 101
§2-501 et seq., shall issue rules to implement the provisions of this part; provided, that both a 102
glazier representative and glazing contractor representative have been appointed to the Board of 103
Industrial Trades as required by § 47-2853.06(d). 104
“(1) If a glazier representative and glazing contractor representative are not 105

appointed within 180 days after the effective date of this part, the Mayor shall begin the 106
rulemaking process to implement the provisions of this part, to be complete within no later than 107
365 days after the effective date.”. 108
Sec. 3. Fiscal impact statement. 109
The Council adopts the fiscal impact statement in the committee report as the fiscal 110
impact statement required by section 4a of the General Legislative Procedures Act of 1975, 111
approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 112
Sec. 4. Effective date. 113
This act shall take effect after approval by the Mayor (or in the event of veto by the 114
Mayor, action by the Council to override the veto), a 30-day period of congressional review as 115
provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 116
24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of 117
Columbia Register. 118
