Dear Secretary Howard,
Today, I, along with Councilmember Nadeau, am introducing the “Malachi Jackson Way
Designation Act of 2025.” Please find enclosed a signed copy of the legislation.

This legislation would symbolically designate Gales Street NE, between 15th Street NE and 21st
Street NE, in Ward 7 as “Malachi Jackson Way.” This symbolic designation is in honor and
memorial of Malachi Jackson, who was tragically shot and killed at just fifteen years old.

On April 11, 2022, Malachi Jackson was killed by a senseless act of gun violence on the 3000
block of 13th Street NW. During his childhood, Malachi loved going to the Rosedale Recreation
Center on Gales Street NE and participating in their boxing program. He truly found a safe space
at this recreation center, where he could grow, learn, and thrive.

With the support of the Rosedale community and Advisory Neighborhood Commission (ANC)
7D, the designation of Gales Street NE as “Malachi Jackson Way”, would honor the memory of
Malachi Jackson and raise awareness around the horrendous effects of gun violence.

15 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this

16 act may be cited as the “Malachi Jackson Way Designation Act of 2025”.

17 Sec. 2. Pursuant to sections 401, 403a, and 423 of the Street and Alley Closing and

18 Acquisition Procedures Act of 1982, effective March 10, 1983 (D.C. Law 4-201; D.C. Official

19 Code §§ 9-204.01, 9-204.03a, and 9-204.23), the Council symbolically designates Gales Street

20 NE, between 15th Street NE and 21st Street NE in Ward 7, as “Malachi Jackson Way.”

21 Sec. 3. Fiscal impact statement.

22 The Council adopts the fiscal impact statement in the committee report as the fiscal

23 impact statement required by section 4a of the General Legislative Procedures Act of 1975,

24 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

25 Sec. 4. Effective date.

26 This act shall take effect following approval by the Mayor (or in the event of veto by the

27 Mayor, action by the Council to override the veto) and a 30-day period of congressional review

28 as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December

29 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(2)).
