Youth Curfew Amendment Act of 2026

This law updates the District's curfew rules to apply to youth under age 18, replaces references to 'juvenile' with 'youth', and creates a process for temporary extended curfews in specific areas.

What This Bill Does

  • Extends the standard youth curfew age limit from under 17 years old to under 18 years old.
  • Replaces all references to the word 'juvenile' with the word 'youth' throughout the existing law.
  • Allows the Mayor or Chief of Police to designate temporary extended youth curfew zones in specific areas for up to four days at a time, extendable by orders not exceeding 30 days each.
  • Requires police to give verbal warnings before arresting youth who violate curfews in these special zones unless there is immediate danger.
  • Mandates that the government post signs and digital notices about extended curfew zones and provide information on alternative youth events.

Who It Names or Affects

  • Youth under the age of 18 who are not married or legally emancipated.
  • The Mayor and the Chief of Police, who can designate special curfew areas.
  • Advisory Neighborhood Commissions (ANCs), which may petition for extended curfew zones in their neighborhoods.
  • Police officers enforcing curfew rules within designated zones.

Terms To Know

Extended youth curfew zone
A specific area where the Mayor or Chief of Police can set stricter curfew hours than usual to protect public safety.
Notice of violation of curfew
A verbal warning given by police that tells youth they are breaking the rules and explains how to avoid arrest.

Limits and Unknowns

  • Extended curfews cannot start before 8:00 p.m. or end after 6:00 a.m., and do not apply to groups of eight or fewer youth.
  • The decision to create an extended zone based on a neighborhood petition is entirely up to the Chief of Police's discretion.
