Housing Authority Resident Empowerment Congressional Review Emergency Amendment Act of 2025

This law creates a nine-member Board of Commissioners to govern the District of Columbia Housing Authority, sets rules for resident elections and Mayor appointments based on specific skills, updates training requirements, and adjusts pay limits.

What This Bill Does

  • Creates a Board of Commissioners with nine members to govern the housing authority.
  • Requires residents of public housing properties to elect two commissioners every three years starting in late 2025 and 2026.
  • Directs the Mayor to appoint seven commissioners based on specific skills like federal housing law, finance, homeless services planning, legal aid, capital project financing, accounting, and experience as a voucher holder or homeowner assisted by the Authority.
  • Limits board member pay to $4,000 per year with an extra $2,000 for the chairperson before January 1, 2026.
  • Requires District government employees serving on the Board to receive no stipend.
  • Mandates that new commissioners complete training within 90 days of taking office covering topics like federal and District laws, leadership development, communication, and negotiations.
  • Requires the housing authority to provide a comprehensive training program for members of the City-Wide Resident Advisory Board in consultation with residents and industry professionals.
  • Mandates that the board respond in writing within 45 days after quarterly meetings where resident advisors report concerns.
  • Updates reporting requirements so the Authority submits reports on vacant units quarterly instead of monthly.

Who It Names or Affects

  • The District of Columbia Housing Authority
  • Members of the new Board of Commissioners, including elected residents and appointed officials
  • Residents living in public housing properties who will vote for board members or serve on advisory boards
