To amend the District of Columbia Revenue Act of 1937 to authorize the Mayor to design and 16
issue motor vehicle identification tags with a design, identifying words, or emblem that 17
demonstrates support for the return of the Washington Commanders football team to the 18
District, and to direct that the proceeds be used to support the State Athletic Activities, 19
Programs, and Office Fund; and to make a conforming amendment. 20

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 22
act may be cited as the “Washington Commanders Motor Vehicle Identification Tags 23
Amendment Act of 2025”. 24
Sec. 2. Title IV of the District of Columbia Revenue Act of 1937, approved August 17, 25
1937 (50 Stat. 679; D.C. Official Code § 50-1501.01 et seq.), is amended as follows: 26
(a) A new section 2o is added to read as follows: 27
“Sec. 2o. Issuance of Washington Commanders motor vehicle identification tags. 28
“(a) The Mayor may design and make available for issue one or more Washington 29
Commanders motor vehicle identification tags to demonstrate support for the return of the 30
Washington Commanders football team to the District. 31

“(b)(1) A resident ordering a Washington Commanders tag shall pay a one-time 32
application fee and a display fee each year thereafter. The application fee shall be $25, and the 33
display fee shall be $20, or such other amounts as the Mayor may establish by rule. 34
"(2) The application and annual display fees shall be deposited into the State 35
Athletic Activities, Programs, and Office Fund, established by § 38–2672. 36
(b) Section 3 (D.C. Official Code § 50-1501.03) is amended as follows: 37
(1) Subsection (a)(1) is amended by adding a new subparagraph (S) to read as follows: 38
“(S) Any person ordering a Washington Commanders identification tag shall pay the fees 39
set forth in § 50-1501.02o(b)(1). 40
(2) Subsection (d) is amended as follows: 41
(A) Paragraph (15) is amended by striking the phrase “; and” and inserting a 42
semicolon in its place. 43
(B) Paragraph (16) is amended by striking the period and inserting the phrase “; 44
and” in its place. 45
(C) A new paragraph (17) is added to read as follows: 46
“(17) The fees collected for the Washington Commanders identification tags under 47
section 2o shall be deposited into the State Athletic Activities, Programs, and Office Fund, 48
established by § 38–2672.”. 49
Sec. 3. The State Athletic Activities, Programs, and Office Fund Act of 2013, effective 50
December 24, 2013 (D.C. Law 20-61; D.C. Official Code § 38-2671 et seq.), is amended as 51
follows: 52
(a) Section 4033 (D.C. Official Code § 38-2672) is amended as follows: 53

(1) Subsection (c) is amended as follows: 54
(A) Paragraph (2)(E) is amended by striking the phrase “; and” and 55
inserting a semicolon in its place. 56
(B) Paragraph (3) is amended by striking the period and inserting the 57
phrase “; and” in its place. 58
(C) A new paragraph (4) is added to read as follows: 59
“(4) All fees collected pursuant to § 50-1501.02o(b)(1). 60
(2) A new subsection (e) is added to read as follows: 61
“(e) Notwithstanding subsection (d), all fees collected pursuant to § 50-62
1501.02o(b)(1) but not expended in a fiscal year shall not revert to the unassigned fund balance 63
of the General Fund of the District of Columbia at the end of a fiscal year, or at any other time.”. 64
Sec. 4. Applicability 65
(a) This act shall apply upon the date of inclusion of its fiscal effect in an approved 66
budget and financial plan. 67
(b) The Chief Financial Officer shall certify the date of the inclusion of the fiscal effect in 68
an approved budget and financial plan, and provide notice to the Budget Director of the Council 69
for certification. 70
(c)(1) The Budget Director shall cause the notice of the certification to be published in 71
the District of Columbia Register. 72
(2) The date of publication of the notice of the certification shall not affect the 73
applicability of this act. 74
Sec. 5. Fiscal impact statement. 75

The Council adopts the fiscal impact statement in the committee report as the fiscal 76
impact statement required by section 4a of the General Legislative Procedures Act of 1975, 77
approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 78
Sec. 6. Effective date. 79
This act shall take effect following approval by the Mayor (or in the event of veto by the 80
Mayor, action by the Council to override the veto), a 30-day period of Congressional review as 81
provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 82
24, 1973 (87 Stat. 813; D.C. Code § 1-206(c)(1)), and publication in the District of Columbia 83
Register. 84
