BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
actmay be citedasthe“STEER ClarificationTemporary Amendment Act of2026”.
Sec.2.Section8(4)ofStrengtheningTrafficEnforcement,Education,andResponsibility
(“STEER”)AmendmentActof2024,effectiveApril20,2024(D.C,Law25-161;71DCR2248),is
amendedtoreadasfollows:“(a)(1)Section3shallapply:
“(A)WithrespecttotheIgnitionInterlockSystemProgramestablishedby
section10aoftheDistrictofColumbiaTrafficAct,1925,effectiveApril3,2001(D.C,Law13-
238;D.C,OfficialCode§50-2201.05a),asofJanuary1,2027;and“(B)Forallotherpurposes,includingtheIntelligentSpeedAssistance
Programestablishedbysection10a-1oftheDistrictofColumbiaTrafficAct,1925,effectiveApril
20,2024(D.C.Law25-161;D.C.OfficialCode§50-2201.05a-1),asoftheeffectivedateofthe
STEERClarificationEmergencyAmendmentActof2026,passedonemergencybasisonFebruary
3,2026(EnrolledversionofB26-583).
“(2)Sections4(d)and(f),5,and6shallapplyasofJanuary1,2027.”.
