Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code
§ 2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
an emergency bill, the "Modification No. 4 to Multiyear Contract No. CW91301 with Thales DIS
USA, Inc. Approval and Payment Authorization Emergency Act of 2026," and the accompanying
emergency declaration resolution in the amount not to exceed $13,707,400.
This legislation will approve Modification No. 4 to multiyear Contract No. CW91301 with Thales
DIS USA, Inc. for a digitized driver's license and identification centralized security credentialing
system. In addition, the legislation will approve payment for the goods and services received and
to be received under the modification.

21 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this act
22 may be cited as the "Modification No . 4 to Multiyear Contract No. CW91301 with Thales DIS
23 USA, Inc. Approval and Payment Authorization Emergency Act of 2026."
24 Sec. 2. Pursuant to section 451 ( c )(3) of the District of Columbia Home Rule Act,
25 approved December 24, 1973 (87 Stat. 803; Pub. L. 93-198; D.C. Official Code§ 1-
26 204.5l(c)(3)), the Council approves Modification No. 4 to multiyear Contract No. CW91301
27 with Thales DIS USA, Inc., in the not-to-exceed amount of $13,707,400. The period of
28 performance is from July 1, 2023, through June 30, 2030.
29 Sec. 3. Fiscal impact statement.
30 The Council adopts the fiscal impact statement of the Chief Financial Officer as the fiscal
31 impact statement required by section 4a of the General Legislative Procedures Act of 1975,
32 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code§ 1-301.47a).
33 Sec. 5. Effective date.

(c) Performance of the contract did not begin until July 1, 2023. DMV, via Modification 32
No. 4, now wishes to modify the period of performance of multiyear Contract No. CW91301 33
from October 6, 2021 through October 5, 2028 to July 1, 2023 through June 30, 2030. 34
(e) Approval is necessary to allow the continuation of these vital services. Without this 35
approval, Thales DIA USA, Inc. cannot be paid for goods and services provided in excess of $1 36
million after the period October 5, 2028. 37
Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute 38
emergency circumstances making it necessary that the Modification No. 4 to Multiyear Contract 39
No. CW91301 with Thales DIS USA, Inc. Approval and Payment Authorization Emergency Act 40
of 2026 be adopted after a single reading. 41
Sec. 4. This resolution shall take effect immediately. 42
