To amend, on an emergency basis, section 1507 of the Criminal Justice Coordinating Council for 15
the District of Columbia Establishment Act of 2001 to change the date by which the 16
Prearrest Diversion Task Force shall issue initial recommendations for prearrest diversion 17
of certain misdemeanor offenses and categories of persons to July 2026; and to amend 18
Title 20 of the District of Columbia Official Code to allow for notice of request for 19
formal probate, notice from a foreign personal representative of a decedent who owned 20
any property located in the District of Columbia, and notice of appointment to interested 21
persons, creditors and unknown heirs in a legal periodical or newspaper of general 22
circulation in the District. 23
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 24
act may be cited as the “Prearrest Diversion Task Force Recommendations Emergency 25
Amendment Act of 2026”. 26
Sec. 2. Section 1507 of the Criminal Justice Coordinating Council for the District of 27
Columbia Establishment Act of 2001, effective June 8, 2024 (D.C. Law 25-175; D.C. Official 28
Code § 22-4237), is amended as follows: 29
(a) Subsection (g) is amended by striking the phrase “Within 3 months after 30
the applicability date of section 29 of the Secure DC Omnibus Amendment Act of 2024, passed 31
on 2nd reading on March 5, 2024 (Enrolled version of Bill 25-345),” and inserting the phrase 32
“No later than June 2025,” in its place. 33

(b) Subsection (h) is amended by striking the phrase “Within one year after 34
the applicability date of section 29 of the Secure DC Omnibus Amendment Act of 2024, passed 35
on 2nd reading on March 5, 2024 (Enrolled version of Bill 25-345),” and inserting the phrase 36
“No later than July 31, 2026,” in its place. 37
Sec. 3. Fiscal impact statement. 38
The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 39
statement required by section 4a of the General Legislative Procedures Act of 1975, approved 40
October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 41
Sec. 4. Effective date. 42
This act shall take effect following approval by the Mayor (or in the event of veto by the 43
Mayor, action by the Council to override the veto), and shall remain in effect for no longer than 44
90 days, as provided for emergency acts of the Council of the District of Columbia in section 45
412(a) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 788; 46
D.C. Official Code § 1-204.12(a)). 47
