To amend, on a temporary basis, section 47-1332 of the District of Columbia Official Code to 16
cancel the tax sale scheduled for July 15, 2026, prohibit any tax sale from being held until 17
September 20, 2026 at the earliest, and to require notice of the cancellation be mailed to 18
affected property owners. 19

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 21
act may be cited as the “Real Property Tax Sale Delay Temporary Amendment Act of 2026”. 22
Sec. 2. Section 47-1332 of the District of Columbia Official Code is amended as follows: 23
(a) Subsection (a) is amended by striking the phrase “(c) and (d)” and inserting the 24
phrase “(c), (d), and (d-1)” in its place. 25
(b) A new subsection (d-1) is added to read as follows: 26
“(d-1)(1) The tax sale scheduled for July 15, 2026 shall be cancelled and no additional 27
tax sales shall be held until September 20, 2026 at the earliest. 28
“(2) The Chief Financial Officer shall mail notice of the cancellation to each 29
person who was mailed a notice of tax delinquency pursuant to § 47-1341(a) to the same address 30
to which the notice of tax delinquency was mailed.”. 31
Sec. 3. Applicability. 32
This act shall apply as of July 1, 2026. 33

Sec. 4. Fiscal impact statement. 34
The Council adopts the fiscal impact statement of the Chief Financial Officer as the fiscal 35
impact statement required by section 4a of the General Legislative Procedures Act of 1975, 36
approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 37
Sec. 5. Effective date. 38
(a) This act shall take effect following approval by the Mayor (or in the event of veto by 39
the Mayor, action by the Council to override the veto), a 30-day period of congressional review 40
as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 41
24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the D.C. 42
Register. 43
(b) This act shall expire after 225 days of its having taken effect. 44
