Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code§
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. M0002 to Contract No. CWl 16910 with WSD Digital, LLC dba
ReFrame Solutions to exercise option year one in the amount of $1,535,590.89. The period of
performance is from July 3, 2025, through July 2, 2026.
Under the proposed modification, WSD Digital, LLC dba ReFrame Solutions will continue to
provide the Corporate Registry System for the Department of Licensing and Consumer Protection.

SUBJECT: OCFO Certification of Funding – Corporate Registry System - DLCP
This memorandum serves as certification from the Office of the Chief Financial Officer that the
Department of Licensing and Consumer Protection (DLCP) has sufficient funding available to
procure services for their Corporate Registry System replacement from WSD Digital dba
ReFrame Solutions – Contract No. CW116910 – Option Year 1 in the amount of $769,163.19 for
July through September in FY 2025. The agency has included $766,427.70 within their FY 2026
Budget, the remainder of the contract’s Option Year 1 – October 2025 through June 2026;
however, funding is contingent upon passage of a congressionally approved budget.

FileNet to Azure Cloud Migration (Budgetary Quote)
I. Scope of Services. The scope of services is amended as follows:
Contractor will provide document management via their Azure Cloud for all DLCP
FileNet documents associated with the System. Contractor will provide the DLCP with a
user account for the Azure Cloud storage, which will always provide the DLCP with
access to the images and related Metadata.
II. Attachment B, Payment Provisions. The payment provisions are amended to add the
