Dear Chairman Mendelson:
Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1 -
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. M007 to Contract No. CW101982 with Community Bridges, Inc., to
exercise option year three in the not-to-exceed amount of $2,849,779. The period of performance
is from September 1, 2025, through August 31, 2026.
Under the proposed modification, Community Bridges, Inc., will continue to provide stabilization
and sobering services at the District of Columbia Stabilization and Sobering Center.

The Office of the Chief Financial Officer hereby certifies that the sum of $2,849,779 is included in the
District’s Local Budget and Financial Plan submitted to Congress by the Chairman of the Council to the
Speaker of the House of Representatives for Fiscal Year 202 5 and Fiscal Year 2026 to fund the costs
associated with the Department of Behavioral Health, contract with Community Bridges, Inc. relating to

A. In accordance with 27 DCMR § 2008 and Section F.2 of the contract “Option to Extend the Term of the
Contract,” the District hereby exercises option year three, Modification No. M007 of the above referenced
contract for the period of performance of September 1, 2025, through August 31, 2026, in the not-to-exceed
amount of $2,849,779.
B. Funding beyond September 30, 2025 is contingent upon the availability of FY’26 Funds.
