Pursuant to D.C. Code §§ 1-204.51 and 2-352.02(a), enclosed for consideration and
approval by the Council of the District of Columbia is the exercise of Option Year One of
the subject contract with Siemens Industry, Inc. The proposed period of performance is
from October 1, 2025, to September 30, 2026. The dollar value of the proposed contract
during the term is a not-to-exceed amount of $1,541,400.00.
The purpose of this contract is to provide switchgear testing, inspection, maintenance and
repair services at the Walter E. Washington Convention Center and the Care First Arena,
which were manufactured by and have continued to be maintained by Siemens through a
series of GSA task orders. A full Option Year summary is provided.

by and have continued to be maintained by Siemens through a series of GSA task orders .
On September 22, 2024, the Council of the District of Columbia approved the base term of
the contract (Council Identifier CA25-0985).

Events
DC’s budget is separate from the financial plan and budget adopted by the District
of Columbia in accordance with D.C. Code §§ 47-392.01 and 47-392.02. Pursuant to Public
Law No. 105-227, Congress has exempted Events DC from the appropriation requirement
set forth in Section 446 of the Home Rule Act (Public Law No 105-227, 1122 Stat. 1515)

(August 12, 1998). Events DC’s Fiscal Year 2026 budget was adopted by its Board
of Directors on May 8, 2025. By signature below, Events DC’s Controller certifies

I. Des
cription of Proposed Option Year
Event
s DC proposes to Exercise Option Year One of Contract No. AGR-24-
30000207 (“Contract”) with Siemens Industry, Inc. for switchgear maintenance,
inspection, testing and repair services at the Walter E. Washington Convention
Center and CareFirst Arena.
II. Procurement Overview
The C
hief Contracting Officer has determined that: (i) the exercise of Option Year
One of the Contract is in the best interest of Events DC; (ii) the total amount for
Option Year One of the Contract is not-to-exceed $1,541,400.00; and (iii) the
requirements covered by the Contract fulfill an existing need for Events DC. Based
on the foregoing, the Chief Contracting Officer proposes to exercise Option Year
One of the Contract.
III. Legal Review
The
Office of the General Counsel has reviewed the proposed Option Year One
Contract modification and finds it to be legally sufficient.

ontract package includes:
1. Council Transmittal Letter;
2. Contract Summary;
3. Tax Compliance Certifications;
4. Certification of Funding Availability;
5. Certification of Legal Sufficiency;
6. Events DC Board of Directors Resolution Memo; and
7. Modification to Exercise Option Year (vendor signed only)
The exercise of Option Year One of the Contract requires District of Columbia
Council approval.

THE WASHINGTON CONVENTION AND SPORTS AUTHORITY RESOLUTION OF THE BOARD OF DIRECTORS No. 25-06 APPROVAL TO FUND OPTION YEAR ONE OF THE GSA TASK ORDER AGREEMENT WITH SIEMENS INDUSTRY, INC. FOR SWITCHGEAR INSPECTION, TESTING, MAINTEANCE AND REPAIR SERVICES WHEREAS, in October 2024, the Washington Convention and Sports Authority entered into a General Services Administration Task Order contract with Siemens for switchgear inspection, testing, maintenance and repair services at the Walter E. Washington Convention Center (and CareFirst Arena, comprising of a base term and four (4), one-year options, at the not-to-exceed (NTE) amount of $1,494,600 in the base term ; and WHEREAS, during Option Year One, Siemens will continue its general switchgear inspection, testing, maintenance and repair services and will continue the project to replace obsolete circuit breakers at the Convention Center at the NTE amount of $1,541,400; and WHEREAS, the President and Chief Executive Officer, in her capacity as Chief Contracting Officer, and the Operations Committee of the Board of Directors have recommended approval of funding for Option Year One of the Contract. NOW, THEREFORE BE IT RESOLVED THAT, the Board of Directors of the Washington Convention and Sports Authority accepts the recommendation of the President and Chief Executive Officer, in her capacity as Chief Contracting Officer, and the Operations Committee and approves the exercise of, and expenditure of funds for, Option Year One of the Contract at the not-to-exceed amount of $1,541,400, subject to the approval of the Council of the District of Columbia in accordance with D.C. Code §§ 1-204.51 and 2352.02. AND BE IT FURTHER RESOLVED THAT, the President and Chief Executive Officer shall submit the agreement for the exercise of Option Year One of the Contract to the Council for approval as required herein.
