Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1 -
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification M0001 to Human Care Agreement No. CW119016 with Fedcap
Rehabilitation Services Inc., to exercise option period one in the not -to-exceed amount of
$3,147,062. The period of performance is from October 1, 2025, through September 30, 2026.

Under the proposed modification, Fedcap Rehabilitation Services Inc., will provide education and
occupational training, and job placement services for the District’s Temporary Assistance for
Needy Families program. Fedcap Rehabilitation Services Inc. will continue to provide services
for 200 participants.

The purpose of this modification to the subject Human Care Agreement (HCA) identified in block 10A is as follows:
1. In accordance with Human Care Agreement No. CW119016, Section D.3, Option to Extend the Term of the Agreement, the
Government of the District of Columbia hereby exercises option period one to extend the term of this Human Care
Agreement from October 1, 2025, through September 30, 2026, in the not-to-exceed amount of $3,147,062.
2. Section H, Attachment H.2, is revised to incorporate updated “Department of Labor Wage Determinations”, the US
Department of Labor Wage Determination No. 2015-4281, Revision No. 34, dated July 8, 2025, is available at:

3. Section H, Attachment H.4 and H.5 “Way to Work Amendment Act of 2006”, the District of Columbia 2024 Living Wage
rate is adjusted to $17.50 per hour effective January 1, 2025, until June 30, 2025. Effective July 1, 2025, the District’s
Minimum Wage and Living Wage will increase to $17.95 per hour. The 2025 Living Wage Notice and Fact Sheet are hereby
