Dear Chairman Mendelson:
Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code§
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. M003 to Human Care Agreement No. CWl 13568 with Bread for the
City, Inc., to exercise option year two in the not-to-exceed amount of $1,595,880. The period of
performance is from January 2, 2026, through January 1, 2027.
Under the proposed modification, Bread for the City , Inc., shall continue to administer the
Department of Behavioral Health's (DBH) Representative Payee Program to provide assistance
with the management of financial resources, including the prompt payment of financial
obligations for up to 1,300 DBH consumers that are enrolled in the District's Public Behavioral
Health System and are beneficiaries of Social Security and/or other government pensions and
benefits.

The Office of the Chief Financial Officer hereby certifies that the sum of $1,595,880 is included in the
District’s Local Budget and Financial Plan submitted to Congress by the Chairman of the Council to the
Speaker of the House of Representatives for Fiscal Year 2026 and FY2027 to fund the costs associated with
the Department of Behavioral Health Human Care Agreement with Bread for the City, Inc., relating to the
administration of Representative Payee Program to support up to 1300 consumers enrolled in the Public
Behavioral Health System. This certification supports the option year two period of performance of the Human
