s

(3) A des cription of th e selection process, i nc luding the num ber of offerors, the evaluation
criteria, th e evaluation results, and the basis for selecting the proposed contractor:
The District of Columbia Housing Authority (DCHA), responsible for providing affordable
housing solutions within the District, initiated a competitive bidding process to procure general
construction, repair, and demolition services. This process was set in motion with the release of a
R
equest for Proposal (RFP) on August 19, 2024.
To ensure maximum visibility and encourage a wide range of participation, the RFP was advertised
extensively in both print and online media. Prominent publications such as The Washington Post,
Washington
Informer, Washington Times, and El Tiempo Latino carried the advertisement,
r
eaching a diverse audience across the District. Additionally, the RFP Notification was
pr
ominently displayed on the DCHA website and the RFP posted to the Housing Agency
Marketplace, providing easy online access to potential bidders.
DCHA received thirty five (35) proposals from vendors in response to the RFP. To ensure a fair
and impartial evaluation, a dedicated review panel was convened. This panel comprised
experienced staff members from DCHA's Capital Construction and Design department, bringing
their
expertise in construction projects. The evaluation process was rigorous, focusing not only on
the technical requirements outlined in the RFP but also on the vendors' Section 3 plan. This plan
is a key component of the evaluation, aimed to promote job tr aining and employment opportunities
for low-income residents, aligning with DCHA's commitment to social and economic upliftment
within the District.
Base
d on this comprehensive evaluation, the vendor was identified as having successfully met the
technical requirements and demonstrating the capability to deliver the general construction,
repair, and demolition services. This vendor was Irreno Construction Company, Inc.
To ensur
e compliance with government regulations and maintain the highest standards of integrity,
DCHA staff conducted a further review of the qualified vendors using the System for Award
Management. This crucial step ensured that none of the vendors were debarred or suspended from
doing business with either the federal or District government, safeguarding the procurement
process from potential legal or ethical complications.
Ulti
mately, after careful consideration and thorough evaluation, Irreno Construction Company,
Inc. emerged as the proposed contractor. Their proposal was evaluated based on the firm's
technical capability, capacity, performance history, and proposed pricing coefficients/factors,
which are applied to the Construction Task Catalog. The selection was based on offering the best
value while meeting all technical, social responsibility, and JOC requirements outlined in the RFP.
The cont
ract is an Indefinite -quantity Job Order Contract (JOC) for general construction, repair,
and demolition services. The contract term is one (1) base year with four (4) one-year options. The
base year runs from May 1, 2025, through April 30, 2026. The minimum total amount that may be
ordered under this Contract is $25,000.00, and the maximum total amount that may be ordered
during the base year shall not exceed $10,000,000.00. Work is initiated only upon issuance of a
Job Order and a corresponding Notice to Proceed.
(4) Backgr
ound and qualifications of the proposed contractor:
Irre
no Construction Company, Inc. is a family-owned commercial construction company based in
the heart of Georgetown, District of Columbia. They specialize in construction management and
general contracting for private, institutional, and government clients.
The company has over 35 years of construction experience. Through this extensive experience,
Irreno Construction Company, Inc. has developed strong vendor and subcontractor relationships
that assure their ability to continue to receive and provide competitive pricing.
The founder and president, Lupe Irreno, has conducted her business for over 35 years in the greater
DC Metropolitan area. With the managerial assistance of her husband, two sons, and staff, Lupe
has established a strong foundation for the business. This long- standing local experience and
established business structure suggest the firm is well -qualified to deliver the required general
construction, repair, and demolition services under the Job Order Contract.
(5) Performance standards and expected outcomes of th e proposed con tract:
The expected outcomes of this Job Order Contract (JOC) are the efficient and timely completion
of repair, demolition, and general construction projects for DCHA and its affiliated facilities. The
work performed under individual Job Orders is expected to be executed in strict accordance with
the
Contract, which includes the Construction Task Catalog® (CTC), Technical Specifications,
and all applicable Federal and District laws, regulations, and codes. Key performance standards
include adhering to project schedules, maintaining site safety and preparation, providing qua lity
assurance, and performing all work with experienced labor and high-quality materials.
Performance
will be rigorously controlled and monitored by DCHA's designated Project
Manager. The Contractor must furnish all necessary management, documentation, labor, materials,
equipment, and design support to complete each Job Order. Quality is maintained through the
requirement for technical submittals such as safety plans, detailed construction schedules, and shop
drawings within five days of receiving the Job Order/Notice to Proceed. Furthermore, all work
must align with the Modernization Principles and Redevelopment Principles adopted by the
DCHA Board of Commissioners.
A critical outcome of this contract is the fulfillment of DCHA's commitment to soc ial
responsibility. The Contractor is required to comply with Section 3 requirements, which mandate
pr
oviding training, employment, and contracting opportunities to low and very low income
residents of the District of Columbia, to the greatest extent feasible. Additionally, the Contractor
m
ust adhere to the prevailing wage rates set forth in the Davis Bacon wage determinations for the
Metropolitan Washington D.C. area, as applicable to the type of construction and working hours
specified in each Job Order.
Further ensuring project integrity and completion, the Contractor is required to provide a 100%
Performance Bond and a 100% Payment Bond for any individual Job Order exceeding $150,000.
Failure to submit these acceptable bonds at the time the Notice to Proceed is issued can result in
the
cancellation of the Job Order and possible termination of the Contract for default. This bonding
r
equirement guarantees faithful performance and payment for all labor and materials used in the
performance of the Work.
(6) Description of the funding source for the proposed agreement and a certi fication that
the proposed agreement is consistent with the District's financial plan and budget:
The funding source is capital funds allocated to DCHA in the Fiscal Year 2024 budget. The
certification that the proposed agreement is consistent with the District's financial plan and budget
is
attached.
(7) A certification of legal sufficiency:
The Legal Sufficiency Memorandum is attached.
(8) A cert ification that the proposed contractor's/proposed owner is in compliance with
District tax laws:

inclusion in business opportunities. The company meets the District’s criteria for participation as
a
Certified Business Enterprise and a M/WBE in government contracting.
(10) A statement indicating whether the proposed contractor is currently debarred from
providing
services or good to the District or federal government:
