Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-204.51) and
section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code § 2-352.02), enclosed for
consideration and approval by the Council of the District of Columbia is proposed Modification No. M07 to
Human Care Agreement No. CW101973 with Wholistic Home & Community Based Services, Inc. to exercise
option year three in the not-to-exceed amount of $1,250,641.94. The period of performance is from March 1,
2026, through February 28, 2027.
Under the proposed modification Wholistic Home & Community Based Services, Inc. will continue to
provide occupancy-related residential expenses for District of Columbia persons with intellectual and
developmental disabilities receiving residential habilitation or supported living not covered by Medicaid for
individuals with intellectual and developmental disabilities.

9. Modification Details
A. The Government of the District of Columbia hereby exercises its option to extend the term of Human Care Agreement (HCA) No. CW101973, pursuant

B. The not-to-exceed HCA amount of OY3 is $1,250,641.94.
C. On July 1, 2025, the Living Wage and the Minimum Wage Rates increased to $17.50 per hour. The revised Living Wage Act Notice and Fact Sheet

The Office of the Chief Financial Officer hereby certifies that the sum of $733,253.08 is included in
the District's Local Budget and Financial Plan for Fiscal Year 2026 to fund the costs associated with
the Department on Disability Services’ human care agreement (HCA) with Wholistic Home &
Community Services, Inc. This certification supports the occupancy-related residential expenses
for District of Columbia persons with intellectual and developmental disabilities receiving
residential habilitation or supported living HCA during the period from March 1, 2026, through

Upon approval of the District’s local budget and financial plan by the Council and the Mayor,
and completion of the 30-day Congressional layover, funds will be sufficient to pay for fees and
