DETERMINATION AND FINDINGS
FOR A
MULTIYEAR CONTRACT

AGENCY: Office of Finance and Treasury

CONTRACT NO: CFOPD-20-C-014

CONTRACTOR: Fidelity Information Services, LLC (FIS)

CAPTION: Electronic Benefits Transfer Services (EBT)

FINDINGS:

1. AUTHORITY:

D.C. Code § 2-355.04(b); D.C. Mun. Regs. Tit. 27 §2000.2

2. MINIMUM REQUIREMENTS:

The District of Columbia Office of the Chief Financial Officer (OCFO) has a requirement
for a Contractor to provide Electronic Benefits Transfer (EBT) services for the Human
Services Benefit programs managed under the DC Department of Human Services
(DHS), Economic Security Administration (ESA).

3. ESTIMATED REASONABLE COST:

The estimated contract total price is not to exceed $5,372,426.00 for Option Period 2 of
the Contract for the period of June 1, 2026, through May 31, 2028.

4. FACTS WHICH JUSTIFY USE OF A MULTI YEAR CONTRACT:

The use of a multiyear contract is in the best interest of the District for the following
reasons:

1. The eligibility projections from the District of Columbia Access System (DCAS) of
recipients for the Human Services Benefit programs support the estimated quantities of
goods and services in the price schedule, as well as the service requirements in the
Statement of Work (SOW), as necessary and sufficient to cover the entire multiyear
contract period.
2. The agency concludes that due to the mandates in the USDA Food and Nutrition
Service (FNS) regulations and the Food and Nutrition Act of 2008, the requirements will

remain reasonably firm and consistent, without significant changes, throughout the
multiyear term.
3. A multiyear contract encouraged effective competition and promoted cost efficiencies
in District procurement because the contractor’s EBT system required extensive
implementation, transition, and conversion at no cost to the District.
4. Awarding a multiyear contract serves the best interests of the District by continuing to
provide EBT services, on behalf of Office of Finance and Treasury, for recipients of the
Human Services Benefit programs.
5. CERTIFICATION BY TH E CONTRACTING OFFICER:
I hereby certify that the above findings are correct and complete to the best of my
knowledge.
